Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W9114F-11-T-0102 is issued as a request for quotation (RFQ). Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50, effective 16 March 2011. Not a set-aside. North American Industry Classification System (NAICS) code for this solicitation is 611430. The Europe Regional Contracting Office has a requirement for a comprehensive 2 Day Medical-Surgical Nursing Certification Review Course. The Contractor (Instructor) must be certified to present training The Contractor (Instructor) must be able to provide a comprehensive 2-Day Medical-Surgical Nurse Review that communicates current best practices in Medical-Surgical nursing. The Contractor (Instructor) must have the ability to describe techniques for preparing a Medical-Surgical Certification Exam. The Contractor (Instructor) must have the ability to relate the pathophysiologic basis to various disease states encountered in Medical-Surgical scenarios as they relate to nursing assessment, planning, implementation and evaluation processes. The Contractor (Instructor) must have the ability to identify outcome criteria and evaluative criteria used by nurses to determine effectiveness of nursing care of various Medical-Surgical patients. The Contractor (Instructor) must have the ability to outline the legal, ethical, and professional responsibilities inherent in Medical-Surgical nursing care for a variety of patients. Line Item 2- Contractor Manpower Reporting Report detailing actual labor hours, dollars, and other information directly into the Army system, using existing timekeeping, personnel, and accounting systems. Factor II - Price. The Government will select the quote that is based upon the lowest evaluated price, technically acceptable quote. All CLINs shall have been priced by the vendor. If the vendor failed to price all CLINs, the quote will not be considered for award. (NOTE: Failure to receive an acceptable rating of any of the technical factors will result in an unacceptable rating unless the error(s), deficiency (ies) or omission (s) can be corrected.) ADDENDUM TO FAR 52.212-2 The Government will award a purchase order resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made on the basis of the low price technically acceptable quote. EVALUATION STANDARDS. Award will be made on a lowest priced, technically acceptable quote that is rated acceptable for all of the stated technical factors using the following standards for a final rating: ACCEPTABLE: A quote that clearly satisfies all of the Government's requirements with respect to the instructor's Masters' Degree, experience, certification, and required abilities to teach the training course. UNACCEPTABLE: A quote that fails to satisfy one or more of the Government's requirements with respect to the instructor's Masters' Degree, experience, certification, and required abilities to teach the training course. SPECIAL NOTE: All vendors must be registered in the Central Contractor Registration (CCR) prior to award, and lack of registration shall make an offer ineligible for award.
