- Description
- The purpose of the contract is to provide technical assistance to the Government of Timor-Leste through the implementation of the Timor-Leste Health Improvement Project (TL-HIP). The purposes of the Project are to: a) improve reproductive, maternal, neo-natal, and child health (MNCH) behaviors and outcomes; b) improve MNCH, service delivery through Ministry of Health (MOH) service delivery sites; and, c) increase community engagement around key MNCH issues, with emphasis on family planning (FP) in selected districts. The project builds upon 6 years of successful USAID support to the Government of Timor-Leste (GOTL) and the NGO sector in the areas of health systems strengthening, infectious disease prevention, nutrition, food security, Maternal and Child Health (MCH) and FP programming. The project implementation will be prioritized to the districts of Oecusse, Manatuto and Ermera plus two more districts to be identified jointly between USAID, the Contractor and MOH. The HIP will focus its efforts at reaching: Health providers at the district, sub-district and community levels; Women of Reproductive Age (WRA); and Children under five years of age. TL-HIP will include technical emphasis on the concepts of Safe Motherhood, Neonatal, Child Health and related maternal and infant nutrition in an integrated approach. The program should focus on the following technical areas: Maternal and newborn health; Family Planning; and Child Health. The HIP project will be implemented with full collaboration and buy-in from the MOH at its national, district and community levels.
