- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR QUOTES. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the United States Department of Agriculture (USDA), National Agricultural Statistics Service (NASS), National Operations Center (NOC) to negotiate/award a contract on a noncompetitive sole source basis to Vital Sciences, Inc., for 'Support Services for the Tracking and Control System, and Key Form Image. System' The reference number AG-3K06-S-12-0002-KC. The NASS, NOC is developing critical software applications (Tracking and Control System, and Key Form Image System). The Tracking and Control System (T&C), and the Key Form Image System (KFI) is expected to be ready for production use in late calendar year 2011. It is anticipated that some application issues, such as applications errors, may be revealed and thus, some modifications and/or upgrades may be required when T&C, and KFI are in the production environment at the NASS, NOC. Thus, the NASS, NOC is seeking support services for the T&C, and the KFI Systems. These support services shall require the contractor to eliminate any application errors or problems identified, and make any application upgrades discovered and documented by NASS employees, during the initial period of implementation into the production environment. The anticipated period of performance for these services is on or about November 1, 2011 - April 30, 2012. The sole source determination is based on Vital Sciences, Inc. intimate knowledge of the T&C and KFI Systems. The proposed vendor has conducted the business requirements gathering, and the technical architecture and design, and the system development for the subject applications. This unique knowledge would greatly reduce any potential delays in resolving problems with the systems, and would be the most advantageous, cost-wise, to the Government. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from competition, pursuant to FAR 6.301-1(a)(2)(ii). The North American Industry Classification System (NAICS) Code is 541511 and the business size is $25M. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed requirement, based upon responses to this notice, is solely within the discretion of the Government.
