Description
This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. Replacement of exterior stairs in dorms 20221, 20222, 20351, and 20352 at Kirtland Air Force Base (KAFB) in Albuquerque, New Mexico. Work will include the complete demolition of existing stairs, foundations, and wall enclosures. The existing exterior stairs will be completely replaced with new construction, including but not limited to: treads, stringers, landings, columns, handrails, wall enclosures and foundations. Supporting activities will include but not be limited to: obtaining applicable permits, quality assurance/control, plan submittals, geotechnical investigations, waste minimization and disposal, and site cleanup. Work will be conducted while the dorms are occupied. The DB contractor will conduct work so as to cause the least interference possible to the normal activities in the remaining areas of the dorm facility and the neighboring facilities, streets, and parking areas. Project will comply with all Anti-Terrorism/Force Protection requirements and KAFB rules and procedures. While not expected to be present on site, DB contractor will comply with all applicable requirements should archaeological resources, natural resources, lead, asbestos, or any other hazardous material be encountered on site.
