Description
The HQ AF ISR Agency, Contracting Flight at Lackland AFB, TX intends to award a purchase order for a FLIR T640 camera or approved equal. This requirement is set aside for small business concerns. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented, with additional information included in this notice: REQUIREMENT CHARACTERISTICS CLIN 0001: 1 EA--Reporter Professional Software for Thermal Imaging Camera or approved equal ***Suggested Part Number: T1977177 CLIN 0002: 1 EA--15 Degree Lens (15 degree, f=41, 3mm) telephoto with case for the T620 Series or approved equal ***Suggested Part Number: T197914 CLIN 0003: 1 EA-Thermal Imaging Camera NIST certified or approved equal -Resolution - 307,200 pixel (640x480) -Temperature Range 4 degree F to 3,632 degree F (-20 degree C to 2,000 degree C) -Thermal Sensitivity <0.04degree C -Video Capability- records video in real time (30FPS) to removable digital media -Visible Light Digital Camera, capable of taking 5MP visible light pictures (5MP resolution w/LED lamp) -4.3" LCD touchscreen with on screen sketch, text and image marking capability -Separate eye piece viewfinder -4X continuous Zoom with auto/manual focus -Rotating lens, detents up to 120 degrees for easy viewing angle -Scalable Thermal Fusion, blending of thermal and digital images in real time -Scalable PiP, displays thermal image super-imposed over a digital image -Video Lamp, allows the visual camera and fusion to be used in poorly lit environments -Accuracy, +/- 2% -Thumbnail Image Gallery, allows quick search of stored images -Li-lon Rechargeable Battery, lasts >4hrs continuous use, replaceable -Laser LocatlR ® Pointer ®, pinpoints a reference spot with a laser and aligns a marker to it on the image -IRWindow Correction, menu settings allow you to account for transmission loss through IR windows -Voice Comment recording, on images and can be integrated onto report -Wireless Communication, Bluetooth® Transmitter with METERLINK® -Instant Report, create a thermo graphic inspection report directly in the camera -DigitalVideo, records video to the memory card -Della T Analysis -HDMI/DVI Video Out -Standard Manufacturer's Warranty ***Suggested Model: FLIR T640-NIST The end user will be the AF ISR Agency/A7C, 102 Hall Blvd, Ste 258, San Antonio, TX 78243. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2005-53. The requirement is FOB Destination. Payment of invoices will be made by DFAS-LI. FIRMS THAT RECOGNIZE AND CAN PROVIDE THE REQUIREMENT DESCRIBED ABOVE ARE ENCOURAGED TO IDENTIFY THEMSELVES AND PROVIDE THE SUPPORTING EVIDENCE DESCRIBED HEREIN. THE GOVERNMENT WILL MAKE AN AWARD TO THE RESPONSIBLE OFFEROR WHOSE OFFER CONFORMS TO THIS REQUIREMENT AND IS THE LOWEST PRICE, AS FOLLOWS: 1) A DECISION ON THE TECHNICAL ACCEPTABILITY SHALL BE MADE FOR REQUIREMENTS OTHER THAN BRAND NAME. ONLY THOSE OFFERORS DETERMINED TO BE TECHNICALLY ACCEPTABLE WILL BE CONSIDERED FOR AWARD. 2) ALL TECHNICALLY ACCEPTABLE OFFERORS WILL THEN BE RANKED BY EVALUATED PRICE. AWARD WILL BE MADE TO THE OFFEROR WHOSE OFFER HAS BEEN FOUND TO BE TECHNICALLY ACCEPTABLE AND IS THE LOWEST PROPOSED PRICE.
