Description
PLEASE NOTE THAT WHEN YOU SUBMIT YOUR PROPOSAL THAT THE SOLICITATION NO. HAS CHANGED FROM GS05P11SVC0044 TO GS05P11SVD0045. The U.S. General Services Administration, Region 5, is seeking eligible large and small business firms capable of performing "Fire Alarm Maintenance Services" at the Hart-Doyle-Inouye Federal Center, 74 North Washington Street, Battle Creek, Michigan 49037 and Stars and Stripes Learning Center, 100 North Washington Street, Battle Creek, Michigan 49037. PRE-SOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The scope of work consists of full fire alarm maintenance services as it pertains to the performance inspection, testing and preventive maintenance or repair of a variety of fire alarm and notification systems, equipment and components such as manual alarm devices, smoke and heat detectors, tamper switches, pressure switches, water flow switches, remote and graphic annunciators, fireworks annunciators, main fire alarm panel and components, voice alarm systems, speakers, horns and other audible and visual devices, wiring circuits and junctions, all other alarm, detection and control and ancillary devices, and emergency power operations and appurtenances and accessories in a fully operational mode at all times, and must be in accordance with the requirements in the applicable NFPA code(s) or standard(s). The contractor shall provide all management, supervision, labor, materials, supplies, repair parts, tools and equipment, and shall plan schedule, coordinate and ensure effective and economical completion of all work and services specified in the contract. PLEASE NOTE : Offerors must have IRC3, EST3 (ADT3000) fire alarm system certification in order to be considered responsible. Offerors who will be submitting a proposal will be required to submit proof of IRC3, EST3 (ADT3000) fire alarm system certification. Offerors who do not have this certification will be removed from the competition. This procurement is open to all business concerns. The North American Industrial Classification Code (NAICS) is 561621 (Security Systems Services) with a size standard of $12.5 million. This is a negotiated procurement; there will NOT be a public bid opening. The solicitation will be available on or about September 30, 2011. The solicitation cited above can only be obtained by accessing a secure website known as the FedBizOpps (FBO). FedBizOpps is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. In order to obtain information from FedBizOpps, you will first be required to register with CCR (Central Contractor's Registration) database. You may access CCR at the following URL, www.bpn.gov. Once you register with CCR, you will be required to register with FedBizOpps. No federal materials can be downloaded until you have registered under both sites. You may access FedBizOpps via the following URL, http://www.fbo.gov. Also, as of January 1, 2005, as required by the Federal Acquisition Regulations (FAR) all vendors are required to use the Online Representations and Certifications Application (ORCA) in federal solicitations as a part of the proposal submission. You may access ORCA via the following URL, www.orca.bpn.gov. Potential offerors should refer to the solicitation package regarding instructions involving the use of ORCA. The solicitation will be available in electronic format only. OFFERORS ARE ADVISED AN AWARD IS ANTICIPATED WITHOUT DISCUSSIONS. Offerors should not assume they will be contacted or afforded the opportunity to qualify, discuss, or revise their proposals. Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendment(s), if any to the solicitation. Offer due date and time for receipt of proposals will be on, or around October 31, 2011 at 12:00 NOON (CST).
