- Attachment 2, Payment Recapture/Recovery Auditing Initiative, September 2011 Amendment 2 - Pages 42-74 Copy of PWS (MS Word) with Q&A revisions. Uploaded for convenience. Amendment 2 - Pages 1-41 The purpose of this Amendment 2 is to post the RFP Vendor Questions and USDA Responses to Federal Business Opportunities (www.fbo.gov), revise PWS language to reflect USDA Responses to questions, to provide additional information to support this Payment Recapture/Recovery Auditing requirement, and to extend the RFP Offer Due Date/Local Time noted in Block 8. As a result of the Amendment, 1. The list of RFP Clarification Questions and USDA Responses are released as per the attached. 2. RFP Page 5, Paragraph C, Contract Type is changed to read: This is a Recovery Audit Reimbursement (No Cost) Indefinite Delivery Indefinite Quantity (IDIQ) contract for performance based commercial services. The Contractor will be reimbursed based on a Contingency Fee (Percentage Rate) of the overpayments the United States Department of Agriculture (USDA) recovers. 3. RFP Page 6, Paragraph 1, Purpose, 2nd paragraph down is changed to read: USDA intends to award a Recovery Audit Reimbursement (No Cost) Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide the payment recapture/recovery auditing Services. The Contractor will be authorized (contingent upon written approval from USDA) a specified percentage of the valid overpayments identified by the Contractor and actually recovered by USDA. Invoices for this compensation will be based on amounts substantiated by USDA as recovered. The Government¿s obligation to make payments under this contract is contingent upon both the Contractor's identification of valid overpayments and the Government's subsequent recovery of overpayments, or portion of overpayments, identified by the Contractor. The Contractor shall bear the burden of its costs of performing payment recapture/recovery auditing services and will be compensated only on a percentage of the actual funds recovered. 4. RFP Page 7, Paragraph 3, Objective, 1st sentence is changed to read: Successfully perform a cost effective payment recapture/recovery auditing service, by program/activity that detects overpayments. 5. RFP Page 8, Paragraph 4, Scope of Work, 6 paragraph down, is changed to read: The Contractor shall successfully and accurately detect overpayments. The Contractor shall give priority to the most recent payments and to payments made in any program or programs identified as susceptible to significant improper payments. The words "Recover and prevent" are removed from this paragraph. 6. RFP Page 21, Paragraph 16, Definitions, 4th paragraph down is changed to read: RECOVERY AUDIT REIMBURSEMENT ¿ This term refers to a financial agreement between USDA and the Contractor to reimburse the Contractor for services based on a percentage of overpayments recovered. 7. RFP Page 27, Factor 2, Subfactor 1: Quality of Technical Approach is changed to read: The offeror's proposal clearly demonstrates a clear understanding of the various payment recapture/recovery auditing services required, specificity or how the services will be deployed and managed to meet the USDA's payment recapture/recovery auditing services requirement. The offeror's proposal clearly demonstrates a detailed, high level and concise project plan that consists of key implementation milestones and estimated durations, clearly defines the general levels of effort required on the offeror's part to implement the services, the estimated duration to implement the services, the types of key personnel required to implement and maintain the services, and offeror supplied training, if applicable. The reference to "develop customer requirements and implement customers hosting solutions" is removed. 8. Factor 3, Past Performance. This sentence is changed to read: At least one (1) reference shall be provided for each identified project. 9. A document entitled "Payment Recapture/Recovery Auditing Initiative, September 2011," is added to this amendment and will be added to the resulting contract as "Attachment 2, Payment Recapture/Recovery Auditing Initiative, September 2011". This document does not contain new information, but is added to reinforce information already provided to offerors as of this amendment. 10. Block 8, Offer Due Date/Local Time is changed to read: 10/13/2011, 3:00 pm (ET). Offerors are responsible for completing Block 15a-15c of this and all Amendments and returning them with the proposal.
