- This is a Sources Sought/Request for Information (RFI) only. This Sources Sought synopsis is not a request for proposals (RFP), and is not to be construed as a commitment by the government to issue a solicitation or ultimately award a contract. This is for planning and market research purposes only and shall not be considered as an obligation on the part of the Government to acquire any products or services. Responses will not be considered as proposals, nor will any award be made as a result of this synopsis. No proprietary data should be submitted in response to the synopsis. Any submissions will be considered to be public information. Responses will not be returned. The Defense Logistics Agency (DLA) Energy, Storage Contract Division, Bulk Petroleum Business Unit - BYB seeks to identify responsible potential sources and obtain information regarding possible suppliers who can provide the necessary facilities and services to receive, store, and ship U. S. Government-owned petroleum product, specifically JP-5 Aviation Kerosene, from the Western Coast of Guatemala to as far south as the Western Coast of Costa Rica. Interested parties should respond to the following: A. Product: JP-5 Aviation Kerosene/ MIL-DETAIL-5624U B. Storage Requirement: Minimum 800 not to exceed 10,000 BBLS (pumpable, not shell capacity. Must have barrels available within identified timeframes. C. Area of Consideration: Open to all terminals that meet the shipping and receiving criteria located on the western coast of Guatemala and as far south as the western coast of Costa Rica. D. Shipping and Receiving Capability: 1. Product Receipts and Issues a. Marine Capability b. Inland distribution: Government has interest in tank truck distribution capabilities up to a 500 mile radius with vendor provided trucking assets. If pipeline connections exist, the government has further interest in gaining understanding of the vendor's inbound and outbound pipeline connections, i.e. connections to refineries and or other distribution systems. Dedicated line or recirculation of common line would be required. E. Quality: Vendor must provide applicable laboratory facility information. DLA-Energy Quality will need to ensure the applicable testing services are adequate to support DLA-Energy requirements.
