AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued.The solicitation number is 800975H001-015A and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The associated North American Industrial Classification System (NAICS) code for this procurement is 423990 with a small business size standard of 100.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2011-09-28 17:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be MECHANICSBURG, PA 17055 The ACC JCC Kuwait - Office of the Defense Representative, US Embassy, Islamabad Pakistan requires the following items, Brand Name or Equal, to the following: LI 001, Air Crew Tactical Survival Vest Extended Description: 2012 Grab-N-Go Tactical Survival Vest or Equal. Tactical Vest shall include at a minimum: medical kit, insect sting and bite kit, emergency surgical kit, compass, folding saw, fire starter, multi-tool, folding knife, and hydration bladder.Hydration bladder shall be detachable in a MOLLE style configuration. Tactical vest shall be designed for easy ingress and egress as well as suitable for helicopter air crew operations., 20, EA; LI 002, Lip Light Extended Description: Seitz Mike Lite (SSI-ML11) Lip Light or equal. Lip light for aircrew shall mount to M-87 microphone boom. Lip light shall be NVG compatible and have a minimum of three separate lights for redundancy. Light shall emit light only in the direction that the aviators head is oriented. Light shall be operated by pressure from the aviators lip and not require use of hands to activate or deactivate. Light shall not exceed one ounce of weight without battery, and shall be maintenance free except for routine battery change., 20, EA; LI 003, Finger Light Extended Description: Seitz Pilots Finger light (FL-8) or equal. Finger Light must be NVG compatible. Light shall be able to be secured to any finger via Velcro strap, shall have push button on/off switch and weigh less than 3 oz, shall be powered by internal battery and have the capability to be externally powered by a double AA battery source, as quoted in CLIN 004., 20, EA; LI 004, Finger Light, AA Power Converter Extended Description: Seitz Pilots Finger Light AA Converter or equal. AA Converter shall be compatible with finger light quoted in CLIN 0003. Converter shall have the ability to be externally powered by AA batteries., 20, EA; LI 005, Pilots Kneeboard Extended Description: APR MK-2A/C Military Pilots Kneeboard or equal. Kneeboard shall be approximately 9 X 6, and designed to hold Instrument Flight Rule and Visual Flight Rule documents. It shall hold a standard pen or pencil securely and shall be able to be secured on either leg., 20, EA; LI 006, Large Publication Bag Extended Description: Helicopters Only Military Large Publication Bag or equal. Publication bag shall be the following dimensions: Measures approx. 9 1/2 " X 12" X 4"., 20, EA; LI 007, Small Publication Bag Extended Description: Helicopters Only Small Publication Bag or equal. Publication bag shall be the following dimensions: Measures approx. 7" x 9" x 4"., 20, EA; LI 008, Carabineer Extended Description: Petzl AmD Locking Carabineer or equal. Carabineer shall have 28 kiloNewton or greater breaking strength, and shall have ball locking mechanism to prevent accidental release., 20, EA; LI 009, Carabineer Extended Description: Black Diamond Light D Carabineer or equal. Carabineer shall have 24 kiloNewton or greater breaking strength., 20, EA; LI 010, Headlamp Extended Description: Petzl Tactikka Plus Headlamp or equal. Headlamp shall have four LED lights, adjustable headband, and it shall have tiltable light housing with red and clear lenses., 20, EA; LI 011, Flashlight Extended Description: Maglite LED 2-Cell flashlight or equal. Flashlight shall be approx. 6 in length, housing shall be aluminum, bulb shall be LED, and powered by two AA batteries with adjustable beam. Flashlight holster shall be included. Product quoted shall be a Skillcraft Ability One item., 20, EA; LI 012, Laser Pointer Extended Description: CP-TIM-219-4D-650 AA laser pointer or equal. Laser shall be red in color and battery operated. It shall have an on/off button and a pressure pad switch that also allows the laser to be turned on or off. The laser shall have adjustable bore sight in order to vary the size of the laser signature., 20, EA; LI 013, NVG Bag Extended Description: NVG Counter Weight Bag Black 084-1012 or equal. NVG counter weight bag shall be the following dimensions: 4 1/2" x 4". Bag shall have Velcro mounting on the bag, allowing it to mount to helmet. It shall be made of a durable material, such as cordura to support counterweights that will be placed in the bag to counter the weight of the NVGs mounted on the front of helmet quoted in CLIN 0014., 20, EA; LI 014, Pilot Helmet Extended Description: HGU-56/P Helicopter aircrew helmet or equal. Helmet shall contain NVG mounting bracket compatible with NVG model AN/AVS-9 Aviator night-vision goggles. Helmet shall have interchangeable clear, sunshade, and laser visors. Helmet Impact decelerations shall be within the following tolerances: Crown (175g at 16.1 feet per second) Ear cup (175g at 29.6 fps). Helmet shall reduce noise levels to 24 db at 1,000 Hz, 43 dB at 4,000 Hz.
