- THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Department of Veterans Affairs, Philadelphia VAMC, Acquisitions intends to award a sole-source, firm fixed contract in accordance with FAR Subpart 6.302-2. This requirement is for the provision of Emergency Transitional Beds to homeless veterans and their families. The Government intends to make a sole source award to Philadelphia Veterans Comfort House, Inc, 4108 Baltimore Avenue, Philadelphia, PA 19104, under NAICS Code 623990. Philadelphia Veterans Comfort House, Inc (Comfort House) will provide 11 beds to homeless veterans for emergency transitional housing purposes. Comfort House will be required to provide this shelter as well as three meals a day. Beds will be either in double or triple occupancy rooms. Comfort House will also be required to seek clearance for the admission of minors under the age of 18 in order to provide housing to veteran's families with young children. Additionally, Comfort House will provide mental health professionals on site which will provide counseling and medication monitoring as needed. Comfort House will also provide Chaplin services, a washer/dryer, and setting which offers dignity and respect to homeless veterans.
