Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement P11PS03699 constitutes the only solicitation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19. Responses are due on or before 2:00 p.m., October 12, 2011. The North American Industry Classification System (NAICS) code is 212393. The National Park Service has a requirement for a contractor to furnish and deliver Road Salt to several National Parks under the jurisdiction of the National Capital Region in accordance with the bid schedule and specifications herein. Therefore, any items not specifically noted, but necessary for performance in accordance with accepted practices and industry standards, shall be furnished under this contract. The quantities shown on the bid schedule are strictly estimates. The exact quantity will depend upon the vagaries of weather. D.This contract shall be in effect from the date of award through September 30, 2012.PART 2: MATERIALS A.Road salt shall be sodium chloride obtained from natural deposits (rock salt) or produced by Man (evaporated, solar, other) and conform to AASHTO M-143-86 (1993) except for specifics as noted below. B.Salt shall be Type 1 - Used primarily as a pavement deicer or in aggregate stabilization. C.Chemical Composition: Shall be Sodium Chloride (NaCL) min % = 98.5 D.Physical Requirements: Shall conform to the following requirements: Weight Percent Passing Sieve SizeGrade 11/2 in.( 12.70 mm)1003/8 in.( 9.51 mm)95-100No. 4(4.76mm)20-90No. 8(2.38mm)10-60No.30(0.595mm)0-15 E.Road salt shall be treated with anti-caking agent such as Sodium Ferrocyanide or an approved equal. F.The sodium chloride shall arrive at the purchaser's delivery point in a free-flowing and usable condition. G.The NPS reserves the right to conduct any testing or inspection it may deem advisable to assure that all work conforms to the specifications herein. The sodium chloride shall be rejected if it fails to conform to any of the requirements of this specification. In the case of failure to meet the requirements on the basis of an initial sample of a lot represented, two additional samples shall be taken from the lot and tested. If both additional samples meet the requirements, the lot shall be accepted. PART 3: ORDERING A.Road salt to be furnished under this contract shall be ordered by issuance of a delivery order by the parks designated in the bid schedule. B.Orders may be issued orally, by facsimile, electronic commerce, or by mail. PART 4: SCHEDULING AND COORDINATION: A.Park contact information shall be included with each order. B.Within 1 working day of receiving a delivery order, the contractor shall establish contact with the designated park representative indicated on the delivery order to arrange mutually agreeable timeframes for delivery. C.The sodium chloride shall be delivered in bags or other containers acceptable to the purchaser, or in bulk lots. The name of the producer and the net weight shall be legibly marked on each bag or container, or, in the case of bulk lots, on the shipping or delivery report. PART 5: ACCEPTANCE AND PAYMENT A.Acceptance will be given by the Contracting Officer's Representative (COR) after an inspection and verification of the quantities delivered. B.The contractor shall include with all invoices for payment a delivery ticket signed by the COR verifying that the quantities were delivered. In the event the COR and contractor disagree on quantity delivered and accepted, his or her comments shall be noted thereon or attached thereto. The delivery ticket will serve to document completed work and/or deficiencies and to determine whether the provisions for the deduction clause applies. C. Failure of the contractor to obtain signed delivery ticket will release the Government from any obligation to pay for services claimed but not documented. D.The amount to be paid will be based on the actual quantities of road salt delivered and verified by delivery tickets. E.Quantities will be paid for at the contract unit prices and measured by the ton, to the nearest tenth of a ton.
