Description
Bullet Assembly Machine (BAM) DESCRIPTION: The U.S. Army Contracting Command- Picatinny Arsenal, on behalf of the Small Caliber Munitions Division, located at Picatinny Arsenal, New Jersey, has a requirement for a Bullet Assembly Machine (BAM). The BAM shall take the individual bullet components and materials and assemble them into a finishedbullet. The objective requirement of the BAM is to provide a single technical solution with the prototyping capability to form 5.56mm, 7.62mm, and.50 caliber bullets. The BAM shall also have the capability to be modified to prototype bullets of any caliber between 5.56mm and.50 calibers. The Government intends to fulfill this competitive requirement for a non-developmental item via a 16 month Firm Fixed Price (FFP) contract with a possibility of two additional 6 month Phases. It is anticipated that this solicitation will be posted on the US Army Contracting Command-Picatinny ProcNet (http://procnet.pica.army.mil) and FedBizOpps (https://www.fbo.gov/). All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals. However, all proposals received within 30 days after date of issuance of the Solicitation will be considered by the Government. Please note this notice/announcement does not constitute a Request for Proposal (RFP). Responses to this announcement are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP or an award. This notice should not be construed as a commitment of any kind by the U.S. Government. Any information provided to the Government in response to this notice will become ACC - Picatinny property and will not be returned. The Government will not reimburse contractors for any cost associated with responding to this announcement. This procurement is rated DO for national defense use, and all provisions of the Defense Priorities and Allocation System Regulation (15 CFR 700) apply. The RFP is intended to be issued on or about October 13, 2011. The deadline for all proposals will be 30 days after issuance of the RFP.
