- Statement of Work The Defense Logistics Agency, DLA Strategic Materials, intends to award a sole source, firm fixed price purchase order to Reuters Media, 1333 H Street, NW, Washington DC for online access to Reuters. DLA Strategic Materials requires monthly access for six (6) users. Access to Reuters provides DLA Strategic Materials a necessary resource in conducting its commodity research. In addition, DLA Strategic Materials requires access to data which are updated and posted throughout the year as they are reported. The period of performance is from October 1, 2011 to September 30, 2012. There are no option periods. Reuters is the only known source for this requirement. This action will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13.5, Simplified Acquisition Procedures-Test Items for Certain Commercial Items. The Government intends to solicit and negotiate only with this source and to award this requirement noncompetitively under the authority of FAR 13.106-1(b)(1). The North American Industry Classification System (NAICS) code is 519130, Internet Publishing and Broadcasting and Web Search Portals, with a small business size standard of 500 employees. The anticipated award date of the purchase order is no later than September 30, 2011. The prospective contractor must be registered in the Central Contractor Registration (CCR) database in order to be eligible for award. Information concerning CCR registration requirements may be viewed via the Internet at http://www.ccr.gov or by calling the CCR Registration Center at 1-888-227-2423. Contract award will be conducted in accordance with FAR 6.305, Availability of the justification. This notice of intent is neither a request for quotation nor a solicitation of offers. A determination by the Government not to compete this proposed requirement on a full and open competitive basis upon receipt of responses to this notice is solely within the discretion of the Government. No formal solicitation package is available. Interested parties may, however, request further information no later than 4:30 PM EST on September 29, 2011 by sending an email to the Contract Specialist, Bryan Harden, at bryan.harden@dla.mil.
