- Sole Source J&A Synopsis: This is an INTENT TO SOLE SOURCE announcement only. The 20th Contracting Squadron (20 CONS) Shaw Air Force Base SC, under authority 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, intends to negotiate and award a sole source firm-fixed-price purchase order contract to Unique Communications Solutions, 1665 W Horizon Ridge Pkwy, Henderson NV, 89012-3494, to Upgrade the existing CAIRS OSS system to the newly JITC Certified CAIRS.Net Telephone Management System (TMS) release 4.0. The CAIRS.Net will be installed, configured, tested, and implemented into the existing Shaw AFB IT infrastructure. CAIRS.Net system will be configured to collect Call Detail Recording (CDR) and perform Moves Adds Changes (MAC) on the SL100 Switch. Subject Matter Expert (SME) training and user training will be provided at Shaw AFB. The contractor shall provide all the necessary personnel and materials to upgrade to the CAIRS.Net 4.0 TMS, and provide on-site training. The Government proposes awarding a sole source purchase order to ensure the uninterrupted service and improved capability of the existing CAIRS TMS currently provided at Shaw AFB. This document does not constitute a solicitation for offers. Requests for copies of a solicitation will not be honored or acknowledged. Pricing data is not requested or required. No contract award will be made based on responses received. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services. When approached with an issue or query the Ombudsman independently assesses the situation and provides a response or initiates a resolution, and when requested, will maintain confidentiality as to the source of the inquiry.
