Description
Justification and Approval for the IEWS-FW & SACM Engineering Services effort in support of the C-130 and large frame aircraft. IAW FAR 5.705(b), the following information is provided as post award synopsis. RFP #FA8523-11-R-30008 was issued on 15 JUN 2011 to procure specialized Engineering Services in support of the C-130 and other large aircraft electronic warfare (EW) systems. The services will include integration of the Enhanced Situational Awareness (ESA), Advanced Situational Awareness and CounterMeasures (ASACM) Sustainment, and improving threat warning capability for several EW systems. Contract number FA8523-11-D-0002 was awarded on 22-SEP-2011 and was not awarded competitively nor using Firm Fixed Price. The award was made Sole Source to Georgia Tech Research Institute because GTRI posses technical data and historical information not available to the Government or other contractors. This expertise, experience, and data make GTRI uniquely qualified to perform this effort. A cost plus fixed fee contract (CPFF) was determined the best contract type because uncertainties involved in contract performance do not permit costs to be estimated with sufficient accuracy to use any type of fixed-price contract. Appropriate government surveillance is in place to insure that effective methods for cost control and labor efficiency are being used. The place of performance for this contract will be Warner Robins Air Logistics Center, EW/Common Avionics Division, WR-ALC/GRWEAB laboratories.
