Description
U.S. DEPARTMENT OF VETERANS AFFAIRS (VA) SEEKS OFFERORS TO CONSTRUCT AN OUTPATIENT CLINIC FOR LEASE TO THE GOVERNMENT IN BUTLER, PA SOLICITATION FOR OFFERS NO. VA-101-11-RP-0191 The Department of Veterans Affairs (VA) is seeking to lease approximately 180,000 net usable square feet (NUSF) for use as a VA Health Care Clinic in Butler, Pennsylvania. The space must be provided by new construction of a build-to-suit building. NUSF does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors, and public toilets required by local code. The Space shall be on no more than three (3) contiguous floors. Once fully constructed the site must include a minimum 25 foot setback and provide a minimum of 1440 parking spaces adjacent to the building. The building and parking area will be fully accessible, meeting all requirements of the American with Disabilities Act (ADA) and the Uniform Federal Accessibility Standards (UFAS). As the first step in this build-to-suit process the VA solicited landowners and developers to submit properties that met the general criteria of the advertisement and were located within the delineated area. Sites were scored on a pass-fail scale. The following sites received a passing score; please note that some of the sites received a passing score based on the site meeting certain contingencies which are outlined below each site. Deshon Woods Parcel -The parcel is located on the north side of Evans City Road between Sterling Drive and Artlee Avenue. -The parcel is located at 40*52 06.28 N and 79*56 51.00W. Bocci Parcel -The parcel is located north of Route 422 at the Interchange of Route 422 and Route 356. -The parcel is located at 40*53 07.91 N and 79*57 09.18 W. -The site survey team deemed the Bocci Parcel site as acceptable under the condition that the offer include access from the Route 422 ramp which should, at a minimum, extend to the southern border of the property line. Harold Parcel -The parcel is located on Duffy Road north of Cornell Drive. -The parcel is located at 40*53 18.15 N and 79*56 36.37 W. -The site survey team deemed the Harold Parcel site as acceptable under the condition that the offer include access from the Route 422 ramp which should, at a minimum, extend to the southwestern border of the property line. Orloski Tract -The parcel is located at the northeast corner of New Castle Road (Route 422) and Eagle Mill Road. -The parcel is located at 40*53 18.68 N and 79*58 46.77 W. -The site survey team deemed the Orloski Tract site as acceptable under the condition that the offer includes Route 422 frontage in addition to what was included in the submittal package the parcels that should be included are 170-S1-B7, 170-S1-B8,170-S1-B9 and 170-S1-B20. The Department of Veterans Affairs does not have an Assignable Option to Purchase with any of these sites and has not conducted due diligence on these sites. Further VA is not representing that the sites are available for purchase; one of more of these sites may have an exclusive agreement with a developer to offer the site in response to this solicitation. The VA is providing the site location and condition of approval simply so interested developers have an understanding of what sites have been approved. Developers must contact the site owners directly for further information regarding the sites. Solicitation Documents are anticipated to be available for download on October 12, 2011. An opportunity to ask procurement related questions will be provided at the Pre-bid Conference which is tentatively scheduled for the week of October 24, 2011, in Butler; the exact time and location will be provided at a later date.
