- J&A Sole Source The JISCC is a communications bridge between first responders and other local, state and federal agencies. The current JISCC baseline configuration is the only integrator that can provide a properly configured JISCC block 2 platform that can use the centrally funded National Guard Bureau Ku Bandwidth, the current JISCC DIACAP package; and JISCC JITC certification; and the JISCC helpdesk and existing JISCC training programs.
