Description
The purpose of this notice is to perform SOURCES SOUGHT/MARKET RESEARCH. This is NOT a solicitation. Responses to this notice will be used by the Government to make appropriate acquisition decisions. The U.S. Army Corps of Engineers, Honolulu District, requests letters of interest from qualified firms interested in performing work as described on the draft Performance Work Statement (attached--click "Additional Documentation" link). The Government intends to award a firm-fixed price commercial service Indefinite Delivery Indefinite Quantity (IDIQ) contract. The contract performance period will be for one (1) Base year of 12 months and four (4) 12-month option years. The Government intends to use Best Value evaluation criteria. Evaluation factors may include the following: Factor 1: Proposed Surveillance/Recertification Process/Schedule Factor 2: Experience of Key Personnel Factor 3: Experience Factor 4: Past Performance Factor 5: Certification (Pass/Fail) SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS: Please include a narrative to answer each of the following questions: (Total number of pages shall not exceed four.) (1) Your intent to submit a proposal for this project when it is formally advertised. (2) Name of firm with address, phone and point of contact. (3) CAGE Code and DUNS number. (4) The Pacific Ocean Division is already ISO 9001 certified by another company. Are you able to transfer the current ISO 9001 certification at no additional cost to the government? What basic steps will be taken to ensure that we maintain our certification until the renewal year (i.e.: 2012/2013)? (5) How often and for how many days will surveillance and recertification visits/audits typically be required for the type and size of organizations within the Pacific Ocean Division? (6) Will your company support Remote Review for verification of corrective actions to address Non-Conformances vice an on-site surveillance audit visit? (7) With the geographical diversity of the Pacific Ocean Division (Hawaii, Alaska, Japan and Korea), is your company able to support audits in these locations? (8) Can your company support more than one audit at the same time? (9) Does your company possess previous experience with the certification of Government, U.S. Army Corps of Engineers and Engineering and Construction management executing agencies/organizations? (10)The small business size standard is $7M with NAICS code 541611, Administrative Management and General Management Consulting Services. a. Is your firm a large or small business? b. Please state if your firm is a Service Disabled Veteran Owned Small Business (SDVOSB), or Women Owned Small Business (WOSB), or any other socioeconmic type. Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis.
