The proposed contract action is for supplies in which theGovernment intends to solicit and negotiate with only one, or a limitednumber of sources under authority of FAR 6.302. Written procedure will be used for this solicitation. No telephonerequests. Only written or faxed requests received directly from therequestors are acceptable. Note: While price will be a significantfactor in the evaluation of offers, the final contract award may bebased on a combination of price, technical capability, and pastperformances detailed in the solicitation. Based on market research, the Government is not using the policiescontained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services. However,interested persons may identify to the contracting officer theirinterest and capability to satisfy the Government's requirement with acommercial item within 15 days of this notice. Surplus Note: Surplus proposals must be able to provide the entirerequired quantity in order to be considered. ALL surplus requirementsmust be met in order for surplus to be considered for award. Parts mustbe new/unused government surplus with no signs of rust orre-conditioning in any manner will be acceptable. Item is in originalpacking with legible part number 180164001 and FSCM. GE Aviation Systems(cage 35351) is the only approved source. Misrepresentation of the itemby the offering surplus vendor shall be cause for rejection and returnof the time to the offering vendor at no cost to the Government. Note: An Ombudsman has been appointed to hear concerns from Offerors orpotential Offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. When requested,the Ombudsman will maintain strict confidentiality as to source of theconcern. The Ombudsman does not participate in the evaluation ofproposals or in the source selection process.
