Sources Sought Notice for INNOVATION EVALUATION BLANKET PURCHASE AGREEMENT I.Introduction: This sources sought notice is for market research purposes in accordance with the Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. This sources sought notice is a Request for Information (RFI) before the release of any resultant solicitation. This is not a request for a proposal and does not guarantee the release of any solicitation. II.Background: A requirement exists to evaluate innovative health information technologies sponsored by the VHA Innovation Program to support informed decisions prior to implementing new health information technologies and assess the potential resulting impacts on quality of care and patient safety for the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Office of Health Information (OHI). The Veterans Health Administration (VHA) of the US Department of Veterans Affairs (VA) has a long and successful history of using innovative health information technology (HIT) to meet its mission of providing quality, safe health care to America's veterans. Innovations such as the Decentralized Hospital Computer Program (DHCP), the Computerized Patient Record System (CPRS), and Bar Code Medication Administration (BCMA) revolutionized veterans' health care, and for this VA is recognized world-wide. To support future innovation and remain leaders, the Office of Health Information has established the VHA Innovation Program within the Health and Medical Informatics Office. The VHA Innovation Program, in conjunction with VA's Office of Information and Technology, will allow healthcare innovations reliant on information technology (IT) to emerge from the field, evolve based on collaborative constructive review by communities of interest, and be piloted in a safe harbor for innovation. III.Scope of work: The overall purpose of this requirement is to evaluate innovative health information technologies sponsored by the VHA Innovation Program to support informed decisions prior to implementing new health information technologies and assess the potential resulting impacts on quality of care and patient safety. Evaluations ensure that health information technologies innovations are conceptually sound, deliver the intended benefits, identify and quantify unintended benefits and consequences and evaluate the potential extent of anticipated consequences. This information is critical to the organization to make informed decisions about patient safety and quality of care. Each task order placed under this BPA will fall into one or more service categories. The contractor shall perform the tasks and complete the associated deliverables by the scheduled dates within the overall period of performance of the related Task Order. The BPA service categories are: 1) Models: The contractor shall evaluate Innovative Health IT models for acquisition, representation, processing, display, or transmission of biomedical information or knowledge. Deliverables include analyses, reports, briefing materials and presentations about topics including risks and benefits, identified or unanticipated. 2) Development: The contractor shall evaluate Innovative Health IT development of innovative computer-based systems that deliver information or knowledge to health care providers. Deliverables include analyses, reports, briefing materials and presentations about topics including risks and benefits, identified or unanticipated. 3) Deployment: The contractor shall evaluate Innovative Health IT system deployment to determine whether they work reliably in functioning health care environments. Deliverables include analyses, reports, briefing materials and presentations about topics including risks and benefits, identified or unanticipated. 4) Post Deployment Evaluation: The contractor shall evaluate the effects of Innovative Health IT systems on the reasoning and behavior of health care providers, as well as the organization and delivery of health care. Deliverables include analyses, reports, briefing materials and presentations about topics including risks and benefits, identified or unanticipated. IV.Submittal Information: The following Information is requested in response to this RFI: -1) Name of your company with DUNS #, identify Business size of your company, (Small Business, Large Business, Disadvantaged Business, Service Disabled Veteran Owned, Veteran Owned, Woman Owned or HUBZone) -2) Identify if offered as open market commercial and or GSA Schedule provider, list Schedule number if applicable. -3) Capabilities/Qualifications - Provide the following information for each functional area in the "REQUIREMENTS" section above. Who are your frequent customers? Provide point of contact. PLEASE LIMIT YOUR DOCUMENT TO 10 TOTAL PAGES -4) Please include contact information, including the name of the point of contact, email address, and telephone number for your company -5) What is the normal length of a contract for the services described above? -6) What type of contract (Labor Hour, Time & Material, or Fixed Price)? -7) Do you perform the work on-site? Can it be provided off-site? -8) What kinds of performance incentives are used? -9) What kinds of performance assessment methods are commonly used? -10) What are the common qualifications of the people who are providing the services? It is requested that the above information be provided no later than September 30 at 9:00AM EST. Responses should be emailed to Gary Danelishen at Gary.Danelishen@va.gov.
