- Justification For Other Than Full And Open Competition (JOFOC) STATEMENT OF NEED: THIS IS NOT A SOLICITATION. THIS NOTICE IS FOR INFORMATION PURPOSES ONLY. This is a notice of the Bureau of Engraving and Printing's (BEP) intent to award sole source procurement to Perkin Elmer Las Inc., 710 Bridgeport Avenue Shelton, CT 06484-4794 set forth in Federal Acquisition Regulation of 13.106-1(b) wherein circumstances of the contract action deem only one responsible source and no other supplies will satisfy agency requirements. The BEP has a requirement to purchase items as indicated below to Fort Worth, TX and Washington DC facilities. i) L6020322 Sphere 150MM INGASS/PMT ASSY, 3 each ii) L6020211 Small Spot Kit-LMBDX Sphere, 3 each iii) PELA9039 Center Mount (Clip Style) For 150MM Spher, 3 each iv) N0200230 Onsite Scientific Consulting Service UVS 2 each v) UVSLMDA950POS0 Extended Warranty - for 2 Lambda 950s, 12 months x 4 years. This includes 1 preventative maintenance visit per year per unit. vi) UVSLMDA1050POS0 Extended Warranty - Lambda 1050, 12 months x 4 years. This includes 1 preventative maintenance visit per year per unit. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capability to satisfy this requirement should submit documentation that clearly demonstrates their ability to provide equipment needed by the BEP. Responses to this notice shall be received no later than 11:00 am Eastern Time September 28, 2011. All responses must be in writing and are to be sent via email to the point of contact specified in this notice. NOTHING HEREIN SHOULD BE MISCONSTRUED AS A REQUEST FOR COMPETITIVE PROPOSALS, QUOTES OR BIDS. NO SOLICITATION DOCUMENTATION IS AVAILABLE NOR WILL BE ISSUED.
