Description
Background: The Consumer Financial Protection Bureau (CFPB), Office of Procurement and the Bureau of Public Debt (BPD) on behalf of CFPB award contracts for various goods and services in accordance with the Federal Acquisition Regulations (FAR). The CFPB, Office of Procurement would like to make the procurement experience and process for COTRS and PMs to be painless and intuitive, specifically as it relates to the development of all documents for a complete acquisition package. Examples of these documents include an Acquisition Plan, Market Research Document, Statement of Work/Performance Work Statement/Statement of Objectives, Independent Government Cost Estimate, Source Selection Plan/Evaluation Criteria (if needed), etc. Statement of Objectives: The CFPB does not have a tool/software for COTRs and/or PMs to intuitively develop the documents needed for a complete acquisition package. This presents unique challenges for COTRs and PMs who have little or no experience with the Federal acquisition process and its associated documentation. The solution is to acquire an acquisition wizard-like function/tool to create acquisition package documents, tailored for each procurement scenario. Considerations include the following: 1) Provide an intuitive platform/process flow for COTRs and PMs to build acquisition packages for submission to the Office of Procurement; 3) Ability for user to answer questions and be guided to next appropriate steps/questions; 4) Ability for user to complete forms/questions and system generate acquisition package documents; 5) Ability for user to generate appropriate acquisition package documents and send "whole" (e.g. as one email or other platform) to the Office of Procurement inbox; and 6) Ease of integration into an Open Source platform. Request for Information: As the first step in this process, the Consumer Financial Protection Bureau is requesting information regarding existing software/hardware applications used for the development of acquisition package documents. Once the CFPB reviews the information provided by the RFI respondents, the CFPB may request demonstrations and may issue a solicitation in the future. CFPB's goal with this RFI is to discover the latest technological advances before releasing a potential solicitation. Vendors should submit a narrative not to exceed 5 pages in length describing their acquisition package documentation software/tool. CFPB is particularly interested in understanding the capabilities and qualifications of interested small business concerns, including but not limited to woman- and minority-owned small businesses, and service-disabled veteran-owned small businesses (SDVOSB). Interested vendors are requested to provide a written response to this notice which shall be limited to five pages. The response should include the following: 1. Vendor's name, address, point of contact, phone number, and e-mail address; 2. Vendor's small business size status, including whether the vendor is a woman-owned, minority-owned, or SDVOSB. Applicable NAICS code is 541511.; and 3. A description of the vendor's existing software/hardware applications used for the development of acquisition package documents. Interested vendors are asked to respond to this RFI no later than 4 p.m. ET on Friday, September 30, 2011. Responses shall be sent via e-mail to Mr. Joshua Galicki at joshua.galicki@cfpb.gov. All information in response to this notice must be sent via e-mail in Adobe Acrobat (.pdf) or MSWord format. The files that you submit will be scanned for viruses, and any files containing a virus will be immediately deleted.
