Description
The United States Army Corps of Engineers; Detroit District intends to solicit on a sole source basis under the authority of FAR 6.302-1 to the Roland and Associates. Only one responsible source and no other supplies or services will satisfy agency requirements. This is a follow-on contract to the original Navel Post Graduate School contract N00244-08-D-0034 which was competed. Roland and Associates will provide support to the SIMKIT based Logistics Battle Command and COMBATXXI TM computer model's design and coding. COMBATXXI TM (CXXI) is a high-resolution analytic combat simulation that has been co-developed by the Marine Corps Combat Development Command (MCCDC) and TRAC-WSMR since 1998. This combined arms simulation represents individual entities (i.e., vehicles, aircraft, riflemen, etc.) at the tactical-level of operations up to reinforced battalion sized units. The simulation is being actively used in support of studies following its fielded release in 2010. The TRADOC Analysis Center at Fort Lee and the USMC use the Logistics Battle Command (LBC) simulation to observe the flow and impact of logistics on the battlefield in support of sustainment analysis. LBC represents sustainment operations and logistics battle command functions in the future force at various echelons from brigade and below to echelons above brigade. These two models are being enhanced with additional functionality to more accurately represent the irregular warfare battlefield and explore the impact of new vehicles, tactics and techniques on mission success and conduct analysis in support of studies designed to inform force requirement decisions. The Government intends to negotiate a firm-fixed price contract on a sole source basis. Interested parties may identify their interest and capabilities to perform the requirements in writing to the identified point of contact no later than 14:00 hrs Eastern Time Zone on 28 September 2011. Your response must demonstrate your firms capabilities, and experience. These will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort with full and open competition, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
