- THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Department of Veterans Affairs, Philadelphia VAMC, and the VA National Center on Homelessness Among Veterans, intends to award a sole-source, firm fixed contract in accordance with FAR Subpart 6.302-1. This requirement is for the design and provision of a Web Based Geographic Analysis System. The Government intends to make a sole source award to the Trustees of The University of Pennsylvania, DBA University of Pennsylvania, 3451 Walnut Street, Franklin BLDG P-221, Philadelphia, PA 19104, under NAICS Code 611310. The VA National Center on Homelessness Among Veterans (VANCHAV) has undertaken a project to identify and analyze various factors related to homelessness at the community level across the United States. The University of Pennsylvania will, design, build and provide a web-based geographic analysis system that enables the VANCHAV to analyze, present and visualize data on homeless veterans, aggregated at a series of geographic levels, through different facets such as maps, charts, tables, histograms, and reports. This analysis system will enable VANCHAV to explain growth, identify trends, compare indicators, understand behaviors, and target needed areas to provide assistances to homeless veterans.
