- Description
- The United States Army Corps of Engineers; Detroit District intends to solicit on a sole source basis under the authority of FAR 6.302-1 to the Roland and Associates. Only one responsible source and no other supplies or services will satisfy agency requirements. This is a follow-on contract to the original Navel Post Graduate School contract N00244-08-D-0034 which was competed. Roland and Associates will provide training on the Scenario Authoring and Analysis Toolkit (SAAT) which is a single data environment that utilizes the Global Information Networking Architecture (GINA) as the geospatially reference environment for the integration of several data and models. SAAT integrates several tools and capabilities to facilitate the process for developing cultural data, scenario execution, and analysis. Additionally, GINA will be installed at TRISA linking three databases allowing increased capability for data mining. The Government intends to negotiate a firm-fixed price contract on a sole source basis. Interested parties may identify their interest and capabilities to perform the requirements in writing to the identified point of contact no later than 14:00 hrs Eastern Time Zone on 28 September 2011. Your response must demonstrate your firms capabilities, and experience. These will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort with full and open competition, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
