- Justification for Other Than Full and Open Competition As required by Federal Acquisition Regulation 6.302-1 this Justification for Other than Full and Open Competition (JOTFOC) is prepared to document the facts and rationale justifying the authority cited in the following document to negotiate with a sole source for the above requirement. This JOTFOC follows the format and contains all the information required under FAR 6.302-1. 1. Agency and Contracting Activity: Department of Interior-National Business Center, on behalf of DOI/Office of the Special Trustee, Office of Budget, Finance and Administration. 7301 W. Mansfield Ave, MS D-2941, Lakewood, Colorado 80235 2. Description of the Action Being Approved: The services to be provided are enhancements for reporting requirements within the Versatile Enterprise Records Management System. 3. Description of Services: Zasio Enterprises Inc. developed the Versatile Enterprise software to create a stable database records management system. This system is currently being utilized by the Office of the Special Trustee (OST). Through the use of this existing data management system, OST requires enhancements to the existing reporting requirements within the Versatile Enterprise System. Included in these enhancements is the requirement for on-site training to ensure an understanding and full transfer of knowledge from Zasio to Department of the Interior. Documentation as to the completed tasks and reports shall be provided once completed. Zasio Enterprises, Inc. will provide the necessary professional support needed for the conversion of the inactive records. Zasio will ensure that the proper structure, analysis and implementation of this process is maintained as well as ensure that the business process remain efficient. 4. Statutory Authority: FAR Part 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. 5. Description of efforts to ensure offers solicited from as many sources as practicable: The Versatile Enterprise Records System enhancements and training to be handled by the developer of the Versatile software and data management system, Zasio Enterprises, Inc. Due to the critical nature of maintaining the Versatile Records System, it has been determined that the developer of the Versatile Enterprise software is the only qualified vendor available to perform the records system enhancements and on-site training. By going directly to the developer, Zasio Enterprises Inc., the Government feels that this is advantageous and will substantially lessen the chance of errors, mistakes or loss of data during the enhancement process. No other vendor is felt to have the knowledge, or experience in performing these services with no errors, mistakes or loss of data. 6. Determination of Fair and Reasonable Price: As the developer of the Versatile Enterprise software and the records management system, Zasio offers a better price without the additional profit and overhead that a third party vendor would add. Therefore, the price is determined to be fair and reasonable. Based on the requirement for a smooth enhancement process as well as maintaining the integrity of the business process, it has been determined that it is in the best interest of the Government to award the Versatile Enterprise Records Systems enhancement requirement to the developer of the system, Zasio Enterprises, Inc.
