- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-47. NAICS code is 323111, criteria of 500 Employees. Request for Proposal (RFP) number W25G1V-11-750-00LJ- applies. Simplified acquisition procedures at FAR Part 13.5 are being used. Tobyhanna Army Depot (TYAD), Tobyhanna PA, intends to negotiate on a sole source basis with Objet Geometrics, Inc, 5 Fortune Drive, Billerica, MA 01821: ITEMQTYU/IU/PTOTAL PRICE CLIN 0001: Printer Connex500, P/N connex500 1EA$$ CLIN 0002: Material Verowhite, P/N OBJ03206 1EA$$ CLIN 0003: Material Tangoplus, P/N OBJ03224 1EA$$ CLIN 0004: Material Support, P/N OBJ03200 1 EA$$ DELIVERY: FOB Destination, Tobyhanna Army Depot (TYAD), Tobyhanna PA Object Connex 500 is the only known supplier of Polyjet Matrix Technology, choice of 14 materials including ABS-like, rubber-like and transparent which can be defined to create over 60 digital materials and the ability to print up to 14 different materials in a single part. These system characteristics are required to meet TYAD's needs for to print one material at TYAD's requirement for rapid prototyping and production runs and the requirement to print flexible or rubber -like parts and associated repair parts and holds proprietary rights. Objet is the only known source capable of providing the items. There is no competitive technical data package available. However, any firms believing that they can provide the required parts should contact the Contract Specialist identified. TECHNICAL/PAST PERFORMANCE: Technical proposal must show the offeror's understanding of the requirement and include the specific items the offeror proposes to provide in order to satisfy the requirement. The offeror is required to warrant that the items supplied will satisfactorily perform when used for the purpose intended by the Government. Past performance information shall also be provided pertaining to three examples of same or similar efforts performed within the past three (3) years for government or commercial customers to include customer name, valid phone number/e-mail address, dollar value of contract and required/actual delivery. PROPOSAL REQUIREMENTS: Pricing must be provided for all CLINs. To receive an award, the company must be registered in the Central Contractor Registration (CCR) https://www.bpn.gov/. Parties interested in responding to this RFP are requested to complete a Standard Form (SF) 1449 (available at http://www.forms.gov), blocks 5, 12, 17a, 17b (as appropriate), 19 thru 24, 30a, b, and c. The offer must be signed by a company official authorized to contractually bind the company. A Small Business Subcontracting Plan will be required with submitted proposal (see FAR Clause 52.219-9 ALT II and DFARs Clause 252.219-7003). Proposals shall include the completed full text provision FAR 52.209-5, Certification Regarding Responsibility Matters, FAR 52.212-3 ALT I (Offeror Representations and Certifications - Commercial Items), completely filled out, as well as DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items, if not registered in the Online Representations and Certifications Application (ORCA) database. Offeror must hold prices firm for 60 calendar days from the date specified for receipt of offers which is 3:00 PM local 26 NOVEMBER 2011. The offeror will be required in award to comply with TYAD local clauses for payment under 52.000-4956, Wide Area Workflow System, which will be included in any resultant contract. TYAD Local Clauses are included at ATTACHMENT 1 of this combined synopsis/solicitation. Any amendments issued to this solicitation will be synopsized in the same manner as this solicitation. The following factors shall be used to evaluate offers: Technical will be pass/fail based on review of information submitted by offeror; past performance will be reviewed as to relevancy and quality of product and related services. Although past performance is a valid discriminator, price and past performance will be evaluated as being approximately equal. (b) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
