Description
The Regional Contracting Office Hawaii at Marine Corps Base Hawaii (MCBH) intends to award a sole source task order to The Louis Berger Group, Inc (LBG) under Blanket Purchase Agreement (BPA) against the General Services Administration ™s (GSA) Multiple Award Contract. The requirement is a logical follow-on for professional, technical, advisory, and material support to the staff of the Defense Policy Review Initiative (DPRI) Integrated Program Management Office (IPMO) located at Marine Corps Air Station (MCAS) Iwakuni. The period of performance for this requirement is one (1) year from 30 September 2011 to 29 September 2012. It is in the best interest of the Government to award a sole-source BPA task order to LBG due to their involvement and their ability of meeting the strict deadlines with the Government of Japan in the development and expansion of facilities on MCAS Iwakuni. Refer to Limited Sources Justification and Approval document Number MCBH 010-11. In addition, the current contractors of LBG have the requisite knowledge and experience with the Iwakuni program requirements, initiatives and processes through their involvement. They possess the functional, operational, and technical requirements for all projects being executed. This includes in-depth knowledge of MCAS Iwakuni topography and utilities associated with all of the projects. The LBG contractors have experience and the ability to execute 42 developments, charrettes, basic criteria package development, design reviews (30/60/90/100 per cent design reviews), and construction phasing/execution based on their current involvement. This in-depth knowledge enables them to quickly respond to project developments and tasking to help ensure the project moves forward and the United States Government can meet its commitments to the Government of Japan. This Notice of Intent is not a request for Expressions of Interest (EOI), proposals or quotations. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals, or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide services sought including pricing data and technical data sufficient enough to determine that a comparable source to the government is available. The Government will consider all EOIs received prior to 29 September 2011 before 1600 Hawaii Standard Time on that date. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. EOIs sent via the US Postal Service should be mailed to Commanding Officer, Regional Contracting Office (Attn: Vivian Fukumitsu), Box 63063, Bldg 209, MCBH Kaneohe Bay, HI 96863-3063. EOIs sent via Federal Express or hand carried must be delivered to Regional Contracting Office Hawaii, Marine Corps Base Hawaii, Bldg 209, Kaneohe, HI during weekdays, excluding federal holidays, between the hours of 6:30am and 4:00pm.
