Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ, intends to procure Environmental Control Units (ECUs) to be installed in Mobile Facilities. The Mobile Facility is a mobile habitable shelter that is eight (8) feet wide by twenty (20) feet long by eight (8) feet high. The ECU is a heat pump that provides heating or cooling to maintain the Mobile Facility at a suitable temperature for the inhabitants and the equipment installed in the shelter. Operationally, Mobile Facilities (MFs) are setup in a complex in an austere expeditionary environment. The ECU will take standard 60hz utility power from either a plant grid or Mobile Electric Power Plant (MEP), a diesel engine driven generator set. The ECU will provide 36,000 BTU/HR of cooling, and 77,000 BTU/HR of heating. The Government intends to award a Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) type contract with five (5) ordering years. The minimum requirement is four (4) ECU pilot production units (PPUs). The maximum requirement is 1,500 ECUs. This procurement will be a 100% small business set-aside. This requirement shall be fulfilled by supplying “commercial items/services” as defined in Section 2.101 of the Federal Acquisition Regulations. The solicitation will be posted on the NAVAIR homepage located at http://www.navair.navy.mil. Select "Business Opportunities" and then "Open Solicitations." Look for amendments to the solicitation on the NAVAIR webpage as well. The solicitation will be posted on the webpage on or about 01 November 2011. Hard copies of the solicitation and amendments will NOT be mailed to contractors. The applicable requirements documents will not be made available until after release of the solicitation. The Government will not accept proposals that are submitted via facsimile or electronically via e-mail.
