- The Department of Homeland Security (DHS), Office of Procurement Operations (OPO) Federal Protective Services, Acquisition Division (FPS AD) intends to negotiate on a sole source basis with Systems Engineering Technologies (SyTech), 6121 Lincolnia Road, Suite 200, Alexandria, VA 22312 pursuant to 41 U.S.C. 253 (c) (1) - Only one responsible source and no other supplies or services will satisfy agency requirements. SyTech is the only known reliable source that can provide these services. The request is to provide an upgrade to a RIOS Gateway that was designed, integrated and implemented by SyTech. The Federal Protective Service (FPS) is responsible for protecting the federal workplace and ensuring the safety of all employees and visitors. FPS provides law enforcement, physical security and investigative services to most civilian Federal agencies. FPS accomplishes this through the utilization of staff law enforcement, investigative and security personnel, along with contract security guards, electronic surveillance, access control and crime prevention programs. FPS has a need for radio communications for day to day and emergency communications. The RIOS gateway system is critical equipment that is used for emergency communications with fixed and deployable systems. This procurement is to upgrade the RIOS software from Version 1 to the current Version 8. Services will include installation, repair/replacement, technical evaluation and assessments of the Systems Engineering Technologies (SyTech) RIOS radio gateway system. This notice is not a request for competitive proposals; however, all responses will be used for informational purposes of future procurements. A determination by the Government whether a competitive procurement is feasible may be based upon any responses to this notice and is solely at the discretion of the Government. A planned order will be placed with SyTech. The NAICS code is 511330. This purchase is to be processed using the procedures found in FAR Part 13.302.1. There is no solicitation package available.
