- The purpose of this amendment is to make the following clarifications to the Evaluation Criteria: 1. Section 1.0 is changed from: Evaluation Criteria: The following shall be evaluated when determining the most qualified Contractor for award. Technical capability is more important than the other three criteria. To: Evaluation Criteria: The following shall be evaluated when determining the most qualified Contractor for award. Technical capability is more important than past performance and price. 2. Section 2.0 is changed from: Basis for Award: Award will be made to the offeror whose proposal represents the most advantageous method for the Government to meet the objectives outlined in the PWS. Technical factor 1.5 is considered more important than factors 1.1 through 1.4; technical evaluation factors 1.1 through 1.4 are of equal importance. Technical evaluation factors and past performance, when combined, are significantly more important than price. Award may not necessarily be made for technical capabilities that would appear to exceed those needed for the successful performance of the work. The Government may reject any or all offers if such action is determined to be in the best interest of the Government. The order of importance for technical factors is as follows: 1.1 - Technical approach/expertise is the most important of the 5 technical sub-factors; 1.5 - Schedule is more important than sub-factors 1.2, 1.3, & 1.4; 1.2 is more important than 1.3 & 1.4; and, technical sub-factors 1.3 & 1.4 are of equal importance (order of precedence - 1.1, 1.5, 1.2, 1.3, 1.4). Technical evaluation factors and past performance, when combined, are significantly more important than price. Award may not necessarily be made for technical capabilities that would appear to exceed those needed for the successful performance of the work. The Government may reject any or all offers if such action is determined to be in the best interest of the Government. 3. All Other terms and conditions of the solicitation remain unchanged.
