Description
This is a notice of intent that the United States Coast Guard, Sector Mobile and Shore Infrastructure Logistics Center (SILC) intends to solicit and negotiate with only one source under the authority of FAR 6.302 for a sole source contract with Fish & Wildlife Conservation Commission, Florida doing business as (DBA) Fish & Wildlife Research Institute (FWRI) to update Area Contingency Plan (ACP). Interested persons may identify their interest and capability to respond to this requirement by September 26, 2011 4:00pm Central Time. The approximate issue date for the solicitation is September 23, 2011. The Area Contingency Plan (ACP) optimizes Sector Mobile's ability to respond to a worst case natural or manmade disaster. Sector Mobiles ACP requires the implementation of an interactive Geographic Information System (GIS) based modeling software that facilitates the Sector's deployment of oil response capabilities and the implementation of booming strategies for an unlimited number of varying scenarios and cover the Alabama, Florida and Mississippi coast line. This system must capture geographical and environmental data for over 1000 environmentally sensitive zones in Sector Mobile's AOR, should also have the capability to develop interactive GIS graphics that can be manipulated to respond to an unlimited array of environmental conditions (weather, current, tides, sea conditions...) that could affect configuration in which boom and oil response equipment can be deployed. It must closely link our response plans with the state and county agencies. The new plan needs to build off the existing 2008 plan utilizing the same GIS data base and modeling software. Our market research shows the only known source to the Government for the services listed above is Fish & Wildlife Conservation Commission, Florida.
