- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Mission and Installation Contracting Command (MICC) Mission Contracting Office (MCO) - Fort Eustis intends to procure VDOT Contract Grade Stone Aggregate and Sand for the Army Support Activity, Training Division, Range Control-ITAM, located at Building 2432 Mulberry Island Road, Ft. Eustis, Virginia. The request for quotation (RFQ) number is W911S0-11-T-1039. This RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-53. This acquisition is set-aside 100% for Small Business and the NAICS Code is 212321, size standard is 500 employees. This requirement is a firm-fixed price procurement and will be procured using commercial item procedures and award selection will be based on the Lowest Price Technically Acceptable (LPTA) offer and Past Performance Evaluation. A single award is contemplated. Evaluation/Award: IAW FAR 52.212-2, Evaluation-Commercial Items, the Government will award a purchase order resulting from this RFQ once a technical evaluation of offerors quotes has been performed to determine technical and past performance acceptability. All deliveries shall be at locations of no more than a 3-mile radius of the Main Gate of Joint Base Langley Eustis (JBLE), Fort Eustis, VA. This shall entail 1) delivery scheduled on an as needed basis, 2) is required to be delivered within 48 hours of order, and 3) will not be delivered all at one time. Contractor must be able to provide/deliver on an All or None Basis. Response Time: All quotes will be accepted via email by submitting electronic copies to donna.hull@us.army.mil AND kenneth.tyson1@us.army.mil no later than 12:00 pm (noon) on 28 September 2011. All quotes shall be marked with the Request for Quotation Number, Date and Time. Contractor shall provide price quote based on attached Pricing Schedule (CLINs 0001-0005). Place of Performance: Joint Base Langley-Eustis, Fort Eustis, VA. The following clauses are hereby incorporated: FAR 52.000-4032 Army Electronic Invoicing Instructions, FAR 52.204-7 Central Contractor Registration, FAR 52.209-5 Certification Regarding Responsibility Matters, FAR 52.212-1 Instructions to Offerors, FAR 52.212-2 Evaluation - Commercial Items, FAR 52.212-3 Offeror Representations and Certifications, FAR 52.212-4 Contract Terms and Conditions - Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, FAR 52.252-2 Clauses Incorporated by Reference, DFARS 252.201-7000 Contracting Officer's Representative, DFARS 252.204-7004 Alt A Central Contractor Registration, DFARS 252.212-7001 Contract Terms and Conditions, and DFARS 252.246-7000 Material Inspection and Receiving Report. The offeror's quote shall contain the following information: Solicitation number, offeror's quote number, date, name of firm, point of contact, telephone number, address, terms of any warranties (if applicable), price, any discount terms, and acknowledgement of any and all RFQ amendments. Quote shall also contain all other documentation specified herein. Late offers: Quotes or modification of quotes received at the email addresses specified for the receipt of offers after the exact time specified above for the receipt of offers will not be considered. Note: All offerors shall be registered in the Central Contractor Registration (CCR) before being considered for award.
