Description
The United States Department of Labor (DOL), Occupational Safety and Health Administration (OSHA), Salt Lake City Technical Center (SLTC), Industrial Hygiene Chemistry (IHC) Division intends to enter into a sole-source award with PERKINELMER HEALTH SCIENCES. This proposed award is being conducted under the authority of FAR 6.302-1, which allows for other than full and open competition when "supplies or services required by the agency are available from only one responsible source and no other types of supplies or services will satisfy agency requirements..." The IHC, annually analyzes tens of thousands of samples submitted by Compliance Safety and Health Officers (CSHOs) to evaluate worker exposure to regulated chemicals in workplaces all over the United States and the territories of Puerto Rico, Virgin Islands, and Guam. Analytical results provided by the IHC to CSHOs are often used as the basis for citations and these results must be accurate, precise, and defendable in court proceedings. To provide the required analytical support obtained through the Plasma Spectroscopy process, scientific personnel use highly scientific technical instruments provided by PERKINELMER HEALTH SCIENCES. PERKINELMER HEALTH SCIENCES equipment is used to determine workplace exposure to a variety of toxic metals including Beryllium, Arsenic, Lead, Cadmium, and Chromium. These instruments must be maintained and serviced properly to insure all the results to be credible when used in legal proceedings. SLTC has several instruments from PERKINELMER HEALTH SCIENCES and it is critical that these instruments be properly maintained and covered by a repair agreement. This requirement will be a on an as needed basis with a period of performance of one year. NAICS Code 811219 (Measuring Instrument Repair and Maintenance Services) with a small business size standard of $19 million apply to this procurement. This notice of intent is for informational purposes only and is NOT a request for competitive proposals or solicitation of offers. A determination by the Government not to compete this proposal contract based on responses to this notice is solely at the discretion of the Government.
