- Justification For Other Than Full & Open Competition The Robley Rex VA Medical Center has a requirement for a contractor to provide all labor, material and expert supervision in providing Design and Construction services to Upgrade the Heat Recovery System in sub-basement #4, located in the main building #1. NAICS code 236220 is applicable to this solicitation and the business size standard is $33.5M. This procurement is being conducted as a sole source to Valiant Construction LLC, a Service Disabled Veteran Owned Small Business under the authority of 38 U.S.C. 8127 (c), pursuant to FAR 6.302-5. Proposed contracts negotiated under this authority are approved for other than Full and Open competition as Authorized or Required by Statue. VA anticipates this requirement will be awarded at a fair and reasonable price.
