Description
Pursuant to FAA Market Survey posting of March 25, 2011, and responses received thereto, the FAA has determined competition to be adequate for Requesting Offers and making a subsequent award for the Terminal Automation Systems Independent Data Analysis and Solution Development (IDA & SD) effort. This acquisition has been Set Aside for Small Business. Only small businesses, qualifying under NAICS Code 541512 "Computer Systems Design Services" (gross receipts averaging not more than $25 million annually for the past three years) will be eligible for award The Federal Aviation Administration (FAA) has a requirement for Independent Data Analysis & Solution Development (IDA & SD) for the FAA Standard Terminal Automation Replacement System (STARS) and the Common Automated Radar Tracking System (CARTS). These systems collect information from radar and other surveillance sources (including multilateration and Automatic Dependent Surveillance-Broadcast Services (ADS-B)), weather sensors, and flight plan information for each aircraft. Each system integrates the collected data into graphical and textual presentations used by air traffic controllers to safely and efficiently direct aircraft in Terminal Service Areas. These systems are currently operational nationwide at Terminal Radar Approach Control Facilities and Air Traffic Control Towers. The systems undergo evolutionary and complex software development, often including new and improved functionalities including those for alerts and safety. The FAA has a continuing need for IDA & SD to ensure that system software evolution continues to allow Air Traffic Controllers to decrease possible accident risks, reduce the number of safety-related incidents, and reduce traffic delays while allowing for inclusion of future software enhancements that meet the challenges of growth and change. Contractors (Small Businesses) interested in participating in this competitive procurement are invited to submit formal proposals in response to the attached solicitation. Instructions regarding submission of offers are at Section L of the Attached DTFAWA-11-R-88801 Screening Information Request / Request For Offer (SIR/RFO). All Questions regarding this SIR/RFO must be submitted in writing to the Contracts Specialist, Ms. Chontice Wilkins (Chontice.Wilkins@faa.gov) via electronic mail by 3:00 p.m. October 20, 2011. Prospective offerors are hereby on notice that any amendment(s) issued to this solicitation will be posted at the FAA Contract Opportunities website at http://faaco.faa.gov/ for FAA Headquarters. Offerors may not rely upon information found at any other website. It is the Offerors' responsibility to check the FAA Contract Opportunities website frequently for updates on this procurement, if any. Offerors must acknowledge amendments in its' proposal, or be considered nonresponsive to the solicitation. The FAA will not pay for any information received or costs incurred in preparing the response to this SIR/RFO.
