Description
The VA Pittsburgh Healthcare System (VAPHS) is requesting information related to vendors capable of providing a comprehensive Durable Medical Equipment (DME) program to include furnishing all labor, equipment, materials and facilities necessary for pick-up, delivery, cleaning and storage of VA-owned/provided DME for authorized VAPHS veterans. This is not a request for bids, quotes or proposals. This is a SOURCES SOUGHT announcement only. The purpose of this notice is to conduct market research and obtain information from qualified businesses. The responses to this announcement will assist in determining whether a socioeconomic set-aside is feasible. The Veterans Administration is required by Public Law 109-461 to give first priority to Service-Disabled Veteran Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB) concerns if there should be sufficient firms available to compete under a set-aside. If insufficient veteran-owned or small business response is received to establish the basis for setting this action aside for other than large business participation, then the action will be advertised for full and open competition. It is anticipated that the Base Year of this contract will be January 1, 2012 - December 31, 2012, and there will be four (4) one-year renewal options. The contractor will transport DME and educate patients in nine (9) Pennsylvania counties (Allegheny, Beaver, Butler, Fayette, Greene, Indiana, Lawrence, Washington, and Westmoreland); in four (4) Ohio Counties (Belmont, Columbiana, Harrison, and Jefferson); and in two (2) West Virginia Counties (Hancock and Marshall). Approximately 60% of DME transports are within Allegheny County with the remaining 40% of transports distributed among Ohio and West Virginia counties. It is imipossible to determine the exact quantities that are required during the contract term; however, the following are estimated quantities for the contract Base Year: 1,100 vehicle transports of DME within the 15 counties identified above; 20 vehicle transports outside the 15 counties identified above; 120 vehicle transports to/from VAPHS facilities (University Drive, Highland Drive and Heinz Divisions); 450 installations of assistive equipment; 400 vehicle transports to reclaim unneeded DME; 125 maintenance and repairs of reclaimed DME; 500 deliveries, setups, or pickups of VA owned telehealth equipment; and 100 hours of deliveries for bariatric setups. All work will be performed in accordance with standards established by The Joint Commission (TJC). Contractor shall be TJC accredited at the servicing location prior to contract award. The purchase of DME is not a part of this contract. Telephone responses will not be accepted. Responses must be received no later than 4:00 PM EST, September 29, 2011.
