- This was a competitive procurement based upon the technical acceptance of a whitepaper from a Broad Agency Announcement. The work to be performed is a Research and Development effort and because of this, the precise method of accomplishing the work cannot be established in advance and the actual cost of performance cannot be determined without sufficient accuracy to use any type of fixed price contract. The use of a cost-no fee contract is appropriate for Research and Development efforts with non-profit educational institutions per FAR 16.302(b).
