Description
Building 1268 Vertical Storage This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is not a Small Business Set-Aside and is solicited under full and open competition. This combined synopsis-solicitation is issued as request for quotation (RFQ) as solicitation number F2DCCR1063A001. It is issued on 21 September 2011 from the contracting office at OO-ALC/PKOA. 6038 Aspen Ave Bldg 1289 NE Hill AFB, UT 84056-5805 This solicitation closes on Thursday 29 September 2011. All quotes must be received by 5:00 pm Mountain Time on closing date 29 September 2011. Quotes must be submitted electronically to the contract specialist Mr. J.D. Bowns at email address jd.bowns@hill.af.mil. DESCRIPTION OF PRODUCT 1. Foot Print Description The installation area for the vertical storage is dependent upon the height of the solution proposed. For example, a taller machine must fit inside of certain ceiling obstructions, thus limiting the available footprint. The following are the acceptable combinations of the available area for installation. Combination 1: 22' wide 14' deep 13' tall Combination 2: 18' wide 14' deep 18' tall 2. Storage Needs The customer will be storing various items related to security forces equipment. Some equipment will be held in storage containers measuring approximately 24 inches deep x 14 inches wide x 16 inches tall. Some equipment will be places loose on the shelves. The largest items we have to store are sleeping bags measuring 27 inches in depth. Through calculations of the volume of equipment needing to be stored, we estimate that we will need approximately 450 cubic feet of storage as a minimum. 3. Necessary characteristics Lockable door. Internal fire suppression-Hill AFB will connect the sprinkler system to your machine. Your machine must provide a standard 1 inch pipe for connection. Controls-standard control panel as a minimum for manual operation. The machine will also be controlled through a command driven interface with asynchronous responses communicating through an ASCII RS232C 9 pin connection. Your machine must provide an RS232 Port. Controls will be directed from Air Force automation control host system MPS/D230 using ASCII commands. The controller shall respond when commands are completed and not require continuous polling to determine completion status. Please contact Hill AFB with any questions regarding the control protocol. Seismic 4 rating. Waranty-1 year minimum on parts, labor. Installation-all installation costs are the responsibility of the contractor. No government furnished property will be available. Training-1 hour minimum on operation and maintenance PREPARING OFFERS 1. Instructions to Offerors: The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Offers quotes must conform and contain all required information. All offeros must address each element listed in the DESCRIPTION OF PRODUCT by describing if their product meets, exceeds, or does not meet the requirements. Failure to address all elements may result in the government determining the quote technically unacceptable for award. Clearly indicate any deviations from the specifications. The Air Force is proposing a firm fixed price contract. All quotes deviating from this proposal must be clearly marked. 2. Evaluation of Quotes: The following procedure will be used instead of procedures described in provision 52.212-2. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The government will use a Best Value Determination to determine the successful offeror IAW FAR 13.106-1(a)(2). (b) Factors for award include price, machine characteristics, and machine performance. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 3. Proposed solutions It is acceptable to propose more than one solution. Through market research, Hill AFB has discovered that these storage needs can be met with one VLM machine or with two VLM machines. It is probable that an acceptable solution could include a vertical carousel, although storing items 27 inches deep may present more of a challenge for vertical carousel solutions. 4. Special Circumstances: Installation may require employees to pass background checks and/or security clearances. Hill will do its best to assist with these procedures but will not be responsible for any delays in installation due to the contractor failing to pass these clearances. 5. Inspection and acceptance Inspection will take place after the contractor has installed and operated the machinery. Inspection will include at a minimum manual operations. It may also include automatic operation controlled through the host system. Acceptance will not take place until after successful inspection and training has taken place. 6.
