Description
This is a modification to the synopsis entitled ARCHITECTURAL AND ENGINEERINGSERVICES AT STENNIS SPACE CENTER which was posted on Aug 26, 2011. You are notified thatthe following changes are made: 1. Add the following paragraph D.7 to the end of the synopsis. D.7 The following FAR (Federal Acquisition Regulation) and NFS (NASA Federal AcquisitionRegulation Supplement) Provisions / Clauses are hereby added to the synopsis. 1852.233-70 PROTESTS TO NASA (OCTOBER 2002)Potential bidders or offerors may submit a protest under 48 CFR Part 33 (FAR Part 33)directly to the Contracting Officer. As an alternative to the Contracting Officer'sconsideration of a protest, a potential bidder or offeror may submit the protest to theAssistant Administrator for Procurement, who will serve as or designate the officialresponsible for conducting an independent review. Protests requesting an independentreview shall be addressed to Assistant Administrator for Procurement, NASA Code H,Washington, DC 20546-0001. (End of provision)1852.215-84Ombudsman. (OCT 2003) -- Alternate I (JUN 2000) (a) An ombudsman has been appointed to hear and facilitate the resolution of concernsfrom offerors, potential offerors, and contractors during the preaward and postawardphases of this acquisition. When requested, the ombudsman will maintain strictconfidentiality as to the source of the concern. The existence of the ombudsman is not todiminish the authority of the contracting officer, the Source Evaluation Board, or theselection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of formal contract disputes.Therefore, before consulting with an ombudsman, interested parties must first addresstheir concerns, issues, disagreements, and/or recommendations to the contracting officerfor resolution.(b) If resolution cannot be made by the contracting officer, interested parties maycontact the installation ombudsman, The current list of Center Ombudsmen is available at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. Concerns, issues, disagreements, and recommendations which cannot be resolved at theinstallation may be referred to the NASA ombudsman, Director of the Contract Management DivisionPhone:(202) 358-0445Fax: (202) 358-3083 E-mail agency-procurementombudsman@nasa.govPlease do not contact the ombudsman to request copies of the solicitation, verify offerdue date, or clarify technical requirements. Such inquiries shall be directed to theContracting Officer or as specified elsewhere in this document.(c) If this is a task or delivery order contract, the ombudsman shall review complaintsfrom contractors and ensure they are afforded a fair opportunity to be considered,consistent with the procedures of the contract. (SEP 2006) (a) Protests, as defined in section 33.101 of the Federal Acquisition Regulation, thatare filed directly with an agency, and copies of any protests that are filed with theGovernment Accountability Office (GAO), shall be served on the Contracting Officer(addressed as follows) by obtaining written and dated acknowledgment of receipt from Charles J. Stennis Space CenterMail Code DA20Stennis Space Center, MS 39529-6000(b) The copy of any protest shall be received in the office designated above within oneday of filing a protest with the GAO.(End of provision)2. All references to the 80 page limit referenced in the modification to the synopsishave been changed to read 100 pages. 3. The response due date addressed in Section C. paragraph C.5 of the synopsis entitledPROPOSAL DELIVERY INSTRUCTIONS is hereby change to read 1400 (2:00PM) Local Time onOctober 20, 2011. 4. No other changes have been made.
