- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The 633d Contracting Squadron has a requirement to procure Security Essentials Training and certification for Langley AFB, VA. The 633d Contracting Squadron intends to procure this requirement on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The 633d Contracting Squadron intends to negotiate a firm fixed-price purchase order with the SANS Institute; 8120 Woodmont Avenue, Suite 205, Bethesda, MD. The NAICS code for this procurement is 611420. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; any firm that believes it can meet the requirements below may give written notification to the contracting officer within 3 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. Responses are due by 26 September 2011 at 4:00 P.M. EDT. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Reference F2QF541174AC01 in all communications. There are two items described as follows. (1). 12 each: Security Essentials training that leads to GSEC certification. Students will learn the language and underlying theory of computer security. At the same time students will learn the essential, up-to-the-minute knowledge and skills required for effective performance if given the responsibility for securing systems and/or organizations. This course gives students up-to-the-minute knowledge that can be put into practice immediately upon returning to work; and, students will be taught by the best security instructors in the industry. The course shall be endorsed by the Committee on National Security Systems (CNSS) NSTISSI 4013 Standard for Systems Administrators in Information Systems Security (INFOSEC). This shall be delivered in an On Demand basis. (2). 12 each: Certification testing upon completion. Items identified above are provided by the SANS Institute. FOB point is Destination.
