- Solar Charging Station This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.This is a total Small Business Set-Aside IAW FAR 19.5.Responses to this notice are due on Monday, September 26, 2011 at 11:00 CDT. Quotes must be submitted electronically to the Contract Specialist james_bissaillon@nps.gov. Description of Work: The intent of this project is to provide a solar system that can be used to charge batteries in the Monument's electric vehicles. Currently the fleet is two vehicles, but will increase to a total of four by the end of the summer of 2011. The solar system will be mounted on the roof of the main administration. The system will include solar panels mounted in an aluminum frame structure placed on the roof of the maintenance wing. This frame structure will be non-penetrating of the roof material, but, instead will be anchored by weight (sand bags, blocks etc.), with electric connections made through pre-existing openings in the roof. The solar system will not be hooked into the local power grid; but instead will be a stand-alone isolated system and any electric power produced will only be consumed by the electric vehicle batteries, or will be turned off, though the option remains to adapt the system to potentially redistribute some of the surplus energy to other NPS maintenance needs. Instructions to Offerors:The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Offers quotes must conform and contain all required information. All offerors must provide pricing and detailed technical information that addresses each element listed in the DESCRIPTION OF PRODUCT by describing if their product meets, exceeds, or does not meet the requirements. Failure to address all elements may result in the government determining the quote technically unacceptable for award. Clearly indicate any deviations from the specifications. The National Park Service is proposing a firm fixed price contract. 2. Evaluation of Quotes: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The government will use a Best Value Determination to determine the successful offeror IAW FAR 13.106-1(a)(2). (b) Factors for award include technical specifications and price. (c) The Government intends to award without discussions but reserves the right to conduct discussions if necessary.
