Description
Los Angeles Job Corps intends to isse a Request For Proposal (RFP) to award an evaluated procurement for Healthy Eating Active Lifestyles (H.E.A.L.S) cafeteria food services. The YWCA of Greater Los Angeles which operates the Los Angeles Job Corps Center (LAJCC) under contract with the U.S. Department of Labor, Employment and Training Administration is requesting proposals to operate the Food Service Subcontract. The Subcontractor shall operate three cafeterias in different locations, as well balanced healthy meals to the LAJCC's population of approximately 735-750 students and 240 staff. (Approximately 350 people will be served for breakfast, 450 people for lunch, and 350 people for dinner). The Subcontractor shall provide the materials, requisitioning, receiving, storing and preparation of healthy food menus that meet the dietary needs and desires of a diverse population, including ethnic, vegetarian, and low-fat alternatives and gain expertise for such options through training and education in all aspects of Healthy Eating Active Lifestyles (H.E.A.L.S) which is required as part of the dietary plan as directed by Job Corps, PRH Chapter 6, Section 11 Related Health Programs. The Subcontractor shall provide all necessary personnel to operate the Food Service subcontract, as well as serving nutritious meals in a dining environment which is clean, sanitary attractive and pleasant for students, staff and visitors. The Subcontractor must provide salary and fringe benefit plan, and FTE breakdown by staff category and submit a staffing plan indicating: 1) Number of employees assigned to each cafeteria. 2) Number of supervisors and/or lead persons to be used. The Subcontractor shall b e required to work jointly with LAJCC's Culinary Arts Program Instructor to provide the LAJCC students with the ample time and space in the kitchen to complete all the requirements of the Culinary Arts Credential program. The LAJCC will provide an office with necessary furniture which the subcontractor may use to conduct business related to the subcontract. Also, LAJCC will provide all necessary kitchen equipment needed to operate and maintain the Food Service Program. The LAJCC will be responsible to provide trash collection and pest control services; equipment such as exhaust system, heating and ventilation, electrical and plumbing services. LAJCC will provide utilities which include water, electricity, natural gas, or any propane or heating fuel required, and only local telephone services. Subcontractor must be business licensed and have a Public Health Permit for the County of Los Angeles and be bonded. Contractor shall maintain all the facilities for the cafeteria, kitchen and storage areas in compliance with local and Federal Health and Safety regulations. The Subcontractor shall operate three (3) cafeterias in two separate phases, including the requisitioning, purchasing, receiving, storing and preparation of all food items, as well as serving well balanced healthy meals to the Los Angeles Job Corps Center's population during the period of this contract. 1. Phase one (1): Fully staff and operate two (2) cafeterias located at: a. 1106 S. Broadway St, Los Angeles, CA 90015 b. 1215 N. Lodi Place, North Hollywood, CA 90038 Upon initial occupancy of the new YWCA of Greater Los Angeles Job Corps building located at 1020 South Olive Street, Los Angeles, CA 90015, the Subcontractor shall shutdown cafeteria's operation stated in above, Phase one (1) and relocate to manage and operate one (1) cafeteria as stated below ; Phase two (2). 2. Phase Two (2): Fully staff and operate one (1) cafeteria located at: a. 1020 S. Olive Street., Los Angeles, CA 90015 The Subcontractor must attend a mandatory site walk through to three buildings: The bidders conference will be held on October 6, 2011; at the Los Angeles Job Corps Center, 1031 South Hill Street, Los Angeles, CA 90015. A Request for Proposal will be available at the conference. Proposals are due no later than October 20, 2011 at 2:00 PM. PST at the following address: Maristelly Polanco Los Angeles Job Corps Center 1031 South Hill Street Los Angeles, CA 90015 The award will be a firm-fixed-price subcontract The Subcontractor shall be required to start operation on November 1, 2011 The subcontract will have a 2-year base period, plus three (3) options for one (1) year each.
