Description
Introduction: The Department of Interior, National Business Center, Acquisition Directorate, Division III, Sierra Vista issued a task order as a sole source basis to a follow-on order under the Base IDIQ, NBCHD070004, Solers Inc., 950 N Glebe Rd STE 1100, Arlington, VA 22203-1824. THIS IS NOT A REQUEST FOR PROPOSALS. 1. Statutory Authority cited: Pursuant to the authority of Section 803 of the National Defense Autorization Act for Fiscal Year 2002 (PL 107-107, as referenced in the DFARS subpart 216.505-70 (b)(2), Orders under Multiple Award Contracts, and FAR 16.505(B)(2) Ordering, fair opportunity exceptions, this order was issued as a sole source basis in the interest of economy and efficiency as a logical follow-on to an order already issued under the Base IDIQ contract. This task order was issued on behalf of the Defense Research Projects Agency (DARPA), a Department of Defense Agency in support of the DIMA, AWSS, SANDBLASTER, SYCO, SATCOM-CX AND OTHER RELATED PROGRAMS OR SEEDLINGS. The basic IDIQ contract provides services that have been determined to be Advisory and Assistance Services by DARPA per DoD Directive. Under FAR 16.505 (c)(2)(ii), Ordering, (c) Limitation of an ordering period for task order contracts for advisory and assistance services. (2) The 5-year limitation does not apply when --(ii) The contract is for an acquisition of supplies or services that includes the acquisition of advisory and assistance services and the contracting officer, or other official designated by the head of the agency, determines that the advisory and assistance services are incidental and not a significant component of the contract. 2. Brief description of supplies or services required to meet the agency's need. Provide Scientific and Engineering Technical Assistance (SETA) Support for DIMA, AWSS, SANDBLASTER, SYCO, SATCOM-CX AND OTHER RELATED PROGRAMS OR SEEDLINGS. The support will focus on the development, demonstration and transitioning of advanced system technology to the war - fighter which include development of high - capacity wireless communication sensor and ISR systems to meet unfilled war-fighter needs. 3. Reason that suggested source is the only one source which can provide the supplies or services. Solers Inc. is the incumbent already working on the program, and is the most qualified prime contractor capable of providing the expertise required to continue this task. Solers Inc. has extensive experience providing qualified personnel to accomplish the requirements of this task order; including the ability to subcontract with other contractors or subject matter experts and consultants to support program execution. Selecting another contractor would result in an unacceptable delay in executing the next phase of this program. If required to select another contractor to perform these duties, a non-recoverable loss of program/system knowledge would occur. Selecting another prime contractor would increase costs and would require an additional 2 months worth of time while the replacement contractor personnel familiarize themselves with the program's development cycle, business practices and technical requirements. Key aspects of program performance could be permanently lost during this crucial timeframe. DIMA, AWSS, SANDBLASTER, SYCO, SATCOM-CX AND OTHER RELATED PROGRAMS OR SEEDLINGS have expanded into an additional 7 months effort. This effort requires same SETA support as the team has unique qualifications, specialized capabilities and previous program performance knowledge. From program conception, Solers Inc. has demonstrated the unique skills necessary in support of the program and is more than adequately equipped to support the level of effort necessary for the DIMA, AWSS, SANDBLASTER, SYCO, SATCOM-CX AND OTHER RELATED PROGRAMS OR SEEDLINGS. The one-of-a-kind knowledge that is carried over from previous experience within this program is invaluable and required to ensure success in the expanded effort. The knowledge base that this represents is most advantageous to the government. It will carry into the expanded effort as they continue to provide excellent support in program development, planning and execution. An understanding of the intimate inter-relationship of projects within the overall DoD naval program portfolio has allowed Solers Inc. to assist in effort and posture it for eventual success. Therefore, it is not in the best interest of the government to compete this task as Solers Inc. is the only contractor that can perform the work for the least cost and provides the best value to the government, considering that selecting another contractor would delay work and would require that contractor to be paid while learning the project and associated processes in order to accomplish this task.
