- Frequently Asked Questions Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number HSFEHQ-11-Q-0143 is issued as a request for proposal (RFP). This is intended as a firm-fixed price contract, and is set-aside for HUBZone small business concerns. Please find attached the full RFP. The applicable NAICS Code is 236116, New Multifamily Construction. The business size standard is $33.5M. The Contractor is asked to provide all labor and materials to repair the exteriors of up to 581 Temporary Housing Units at the FEMA THSS in Selma, Alabama. See attachment for details. The anticipated award date is Friday October 14, 2011. All responsible sources may submit a proposal which shall be considered by the agency. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The following factors will be used for award: -Technical -Past Performance -Price Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The following additional FAR clauses cited in the clause are applicable to the acquisition: -52.219-3 Notice of Total HUBZone Set-Aside. -52.222-3, Convict Labor (June 2003) (E.O. 11755). -52.222-26, Equal Opportunity (Mar 2007) (E.O. 11246). -52.225-3, Buy American Act-Free Trade Agreements-Israeli Trade Act (June 2009) (41 U.S.C. 10a-10d, 19 U.S.C. 3301 note, 19 U.S.C. 2112 note, 19 U.S.C. 3805 note, Pub. L. 108-77, 108-78, 108-286, 108-302, 109-53, 109-169, 109-283, and 110-138). (ii) Alternate I (Jan 2004) of 52.225-3. -52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003) (31 U.S.C. 3332). All offers are due to Marco.Macherelli@fema.gov on Monday October 3, 2011 by 9am ET. Alternative proposals are encouraged. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
