- J&A for Sole Source GSA MOBIS Schedule award The purpose of this project is to implement commander approved zero-baseline initiatives. Efficiency initiatives are being, monitored, tracked and reported through completion to ensure that identified structure and manning level changes within USCENTCOM are implemented. The Chief of Staff (CoS) is the General Officer responsible for the implementation of the efficiency initiatives. He established a cross-functional team comprised of members of the Headquarters staff and selected Components in late 2010; the team was formed to oversee the actions necessary to conduct the zero-baseline review, report their findings through the Director of Manpower and Personnel USCENTCOM (CCJ1), and then make recommendations for efficiencies which were sent by the USCENTCOM CoS to the Secretary of Defense for actions to be taken pursuant to reference (b).The CoS then appointed an Implementation Team to execute the approved recommendations from Phases I-III ("Phase IV"). The Implementation Team is comprised of selected staff from Headquarters USCENTCOM and its Components. The Implementation Team Lead provides general oversight of Phase IV activities and reports all findings and progress directly to the CoS on a regular basis.
