- The National Capital Region, Army Contracting Command (NCR) has a requirement for the items listed below. This synopsis is submitted to notify industry that a contract will be awarded to International Business Machines (IBM) Corporation in accordance with FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. In accordance with FAR Part 5.203 (a) this notice is transmitted to notify industry that an RFP will be issued for the items listed below to IBM.All responsible sources may submit a response by the closing date of this synopsis and if received timely, your responses will be considered by the agency. The closing date for this synopsis is October 6, 2011 by 5:00 P.M. EST.
