Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT- 802nd CONS on Lackland AFB, San Antonio, Texas, intends to solicit and award a sole source contract to Blue Points Marina, 726 Scallop Drive, Cape Canaveral, FL 32920. This sole source requirement meets the conditions of FAR 13.106-1(b) (1); only one responsible source has been identified as reasonably available to provide the supplies that will satisfy the agency requirements. Blue Points Marina is the only known supplier that can provide the necessary service. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 713930 and the Small Business size standard is $7.0M. This will be a firm fixed price contract. The purchase of this requirement includes the following: 1. Scope: Contractor shall provide and conduct routine maintenance on government owned vessels, engines, and trailers identified below for Det 1, 342 Training Squadron (TRS), POP: POP: 1 Oct 2011 - 30 Sept 2011, + 1 Option Year. The contractor shall furnish all personnel to accomplish work required by this contract and ensure that maintenance services provided on all government vessels are conducted according to factory brand specifications or as deemed necessary by the boat and engine manufacturer. 2. The contractor shall provide maintenance on the following government owned vessels, engines, and trailers located at the following facility (this will be provided as soon contract is in place for the storage). 3. Maintenance activities consist of the following: 3.1. The contractor shall ensure government owned vessels, engines, and trailers are maintained in accordance with manufacturer factory scheduled and unscheduled maintenance specifications. 3.2. Government owned vessels, engines and trailers will be stored at (provided at contract award) and the vendor will be required to retrieve property and obtain access to the facility in order to provide maintenance as required per this contract. 3.3. The contractor shall ensure all factory/manufacturer directed recalls are conducted on provided government vessels, engines and trailers. 3.4. The contractor shall maintain service and repair and/or remove damage or unserviceable parts and associated equipment for the duration of the contract. The contractor shall notify the Contracting Officer and Det 1, 342 TRS point of contact of any repairs or services required on government vessels, engines, trailers other than the required scheduled and unscheduled maintenance required in accordance with manufacturer factory specifications. Any repair or services cannot commence until given the authority to do so by the Contracting Officer through contract modification. 4. After diagnostic review of each boat listed above, the contractor shall provide the government with an estimate outlining parts and part numbers, if required, and detail of repair needed prior to any work/repairs being completed. The government will provide a modification to the contract outlining the authorized services that can be conducted on the government vessels. 5. Contractor shall maintain batteries to include batteries being fully charged, cleaned, and operable prior to Det 1, 342 TRS operations. Contractor shall also maintain terminals, cables, and connections. 6. Det 1, 342 TRS training operations are conducted five times a year for duration of 3 weeks. The contractor shall maintain communications with Det 1, 342 TRS for scheduling requirements and ensure all vessels and trailers have received the maintenance prior to Det 1, 342 TRS operations. Det 1, 342 TRS shall coordinate with contractor at least 14 days prior to operational training. 7. The government will provide maintenance service logs for those government vessels that are available to provide to allow the contractor to view the maintenance conducted before contract award. The contractor shall maintain maintenance logs for each government owned vessel, engine, and trailer and provide to organization upon request. 8. Once the contractor has taken possession of the government vessels, the contractor has 5 working days to complete the required work in accordance with the maintenance schedule recommended by the manufacturer (unless some foreseen circumstance arises and is coordinated with the Government). 9. Insurance required to in order to retrieve access to government vessels located at (provided at contract award). Contractor shall be required to have $1,000,000 million Insurance Certificate in the name of the outside entity that will be storing the government owned property. Additionally, in addition to prove of workers compensation and a business license tax receipt. A vendor packet will be provided from the outside entity to obtain access to storage facility. Required documentation shall be submitted to the Contracting Officer at contract award. 10. The government has the authority to add or replace additional government vessels, engines, or trailers inventory identified above. A modification will be provided to the contractor adding the preventative maintenance required with the established prices agreed upon at contract award. If government vessels, engines, or trailers are removed from the inventory, the government will notify the contractor of services no longer required and thus shall be removed from the contract. Interested parties are required to provide equal services meeting the above sole source requirements. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. This synopsis does not constitute a solicitation, however all responsible sources that believe they can meet all of the requirements may submit a quote, which shall be considered. If no responses are received by 4:00 p.m. Central Standard Time, 23 Sept 2011, a Sole Source contract will be pursued with Bluepoints Marina.
