A quoter, its product, or service must meet no qualification requirement in order to be eligible for award. The items must be delivered within 120 days after receipt of order (ARO) to zip code 33040. A more particular address will be provided in the purchase order. This is a noncompetitive contract action. The intended source is: Ultra Electronics 4101 Smith School Road, Building IV, Suite 100 Austin, TX 78744 Ultra is the contractor responsible for design, development, and production of the ADSI version 14.1.1 SP2 software, as well as the hardware that the software is dependent upon. The ADSI software is proprietary to Ultra Electronics Advanced Tactical Systems, Inc. (Ultra). Due to proprietary restrictions, no other source can fulfill the requirements of this contract. There is a critical need to provide JIATF South with Tactical Data Link (TDL) Link-11 operations. The ADSI serves as the link controller for JIATF South's Link-11 network of HF sites throughout the Joint Operating Area (JOA). The ADSI will transmit the data received via the Link-11 network to the Sensor Tracking Correlation System (STCS) through an Army Cross Domain Management Office (CDMO) approved Cross Domain Solution for incorporation into the Common Operating Picture (COP). In addition to the Army, the Navy, Marine Corps, and Air Force use the ADSI. ADSI systems are operated daily, supporting Joint and Army air and missile defense operations and exercises in such critical areas of responsibility as Central and South America. The ability to exchange tactical data with joint systems is critical. Sharing the same ADSI hardware and software architecture with the Joint Services and Coalition Forces is critical to ensure joint interoperability. The latest release of Ultra's ADSI software, 14.1.1 SP3 is tailored for and dependent upon the unique architecture found in Ultra's version of the ADSI hardware, which is proprietary. Being an independently developed commercial product of Ultra, ADSI software cannot be given to another contractor for modification/enhancements. A contract award to Ultra provides the only means of upgrading existing Army deployed ADSI systems with the latest version of ADSI software, maintaining the upgraded support to the user community, and enhancing ADSI systems to meet future requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source, Ultra Electronics. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all capability statements received within three days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received on capability will be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a quotation which shall be considered by the agency. The solicitation will not be made available through the GPE, but may be requested by industry by contacting the contracting officer. The solicitation will not be made available to interested parties through electronic document interchange. The NAICS code is 511210. The correlative size standard is $25.0M.
