Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to solicit the Original Equipment Manufacturer (OEM) Agilent Technologies, Inc. of Englewood CO, and the approved manufacturer, Value Tronics International, Inc. of Elgin IL, on a limited competition basis for, twelve (12) each, reconditioned brand name Agilent Technologies model 11715A, AM/FM Test Sources. This purchase represents a life extension for the currently fielded model number to allow sufficient time for the Navy to conduct a full engineering analysis and anticipated modernization. The AM/FM Test Sources are used to calibrate Signal Generators, Modulation Analyzers, Modulation Meters, Measuring Receiver Systems, Microwave Signal Generators, Signal Generator Calibrators, RF Communications Test Sets and ANUSM657 Third Echelon Test Systems (TETS). The government wrote 23 total workload and use calibration procedures (ICPs) to support model 11715A fleet calibration workload and the test systems indicated above. The Government intends to procure the above items under the authority of 10 USC 3204 (c) (1), FAR 6.302-1. Agilent Technologies, Inc., and Value Tronics International, Inc. are the only known sources that are able to fulfill this requirement. The Government does not own current data, drawings, or other specifications to permit full and open competition. Award will be made to the lowest priced, technically acceptable offer. Offers will be evaluated on a strict pass/fail basis. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after the date of publication of this notice will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
